TITLE RESOLUTION APPROVING SIGNIFICANT MODIFICATION OF BUILDING BETTER COMMUNITIES GENERAL OBLIGATION BOND PROGRAM PROJECT NO. 208 � �CONSTRUCT AND EXPAND THE EMERGENCY DEPARTMENT AT JACKSON MEMORIAL HOSPITAL (JMH)� AND PROJECT NO. 211 - �RADIOLOGY RECOVERY UNIT AT JACKSON MEMORIAL HOSPITAL (JMH)� TO REDUCE ALLOCATED AMOUNT TO EACH, AND APPROVING SIGNIFICANT MODIFICATION OF PROJECT NO. 210 - �RENOVATION AND EXPANSION OF JACKSON SOUTH COMMUNITY HOSPITAL� TO FUND INCREASE IN ALLOCATION WITH SURPLUS FUNDS IN THE AMOUNT OF $25,193,429.00 FROM PROJECT NOS. 208 AND 211, ALL AS IDENTIFIED IN APPENDIX A TO RESOLUTION NO. R-916-04, AFTER A PUBLIC HEARING BODY WHEREAS, pursuant to Resolution R-916-04 (the �Healthcare Facilities Resolution�), the voters of Miami-Dade County approved the issuance of general obligation bonds in a principal amount not to exceed $171,281,000.00 to construct and improve emergency healthcare facilities at Jackson Memorial Hospital and Jackson South Community Hospital to promote accessibility to quality healthcare services; and WHEREAS, Appendix A to the Healthcare Facilities Resolution lists projects eligible for funding from the Building Better Communities General Obligation Bond (�BBC GOB�) Program by project number, municipal project location, BCC district, project name, project description, street address and allocation; and WHEREAS, BBC GOB Project No. 208 � �Construct and Expand the Emergency Department at Jackson Memorial Hospital (JMH)� has an allocation of BBC GOB funding in the amount of $40,000,000.00 of which $15,072,955.00 has been spent on numerous completed projects and the balance of $24,927,045.00 is available for other Public Health Trust projects; and WHEREAS, BBC GOB Project No. 211 � �Radiology Recovery Unit at Jackson Memorial Hospital (JMH)� with an allocation of BBC GOB funding in the amount of $9,000,000.00, has been completed with $266,384.00 of Project No. 211 BBC GOB funds remaining; and WHEREAS, BBC GOB Project No. 210 � �Renovation and Expansion of Jackson South Community Hospital� has an allocation of funding in the amount of $52,000,000.00, which was not sufficient to complete Project No. 210; and WHEREAS, the Public Health Trust has reviewed its capital development strategies and recommends that this Board reallocate surplus Project No. 208 and Project No. 211 BBC GOB funds in an aggregate amount of $25,193,429.00 to Project No. 210 � �Renovation and Expansion of Jackson South Community Hospital�; and WHEREAS, the Public Health Trust�s current strategic vision will be increasingly improved by becoming more competitive in the post-reform healthcare market; and WHEREAS, the recommended reallocation of funding to Project No. 210 will have a positive impact on the healthcare of the population of Miami-Dade County; and WHEREAS, because a surplus of funding for Project Nos. 208 and 211 has been identified, this Board wishes to approve a significant modification to Project Nos. 208 and 211, thereby making the sum of $25,193,429.00 allocated to these projects �surplus funds� (as such term is defined in Implementing Order 3-47); and WHEREAS, this item was presented to the Citizen�s Advisory Committee (�CAC�) on July 19, 2013 and received a favorable recommendation, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. All of the foregoing recital clauses are incorporated herein by reference and adopted by this Board. Section 2. The Board, after public hearing, hereby approves a significant modification of: BBC GOB Program Project No. 208 � �Construct and Expand the Emergency Department at Jackson Memorial Hospital (JMH)� to reduce the allocation from $40,000,000.00 to $15,072,955.00; BBC GOB Program Project No. 211 � �Radiology Recovery Unit at JMH� to reduce the allocation from $9,000,000.00 to $8,733,616.00; and to Project No. 210 � �Renovation and Expansion of Jackson South Community Hospital� to increase the allocation from $52,000,000.00 to $77,193,429.00, such increase to be funded from the sum of the surplus funds reallocated from Project Nos. 208 and 211, each as identified in Appendix A to the Healthcare Facilities Resolution. Gimenez Mayor Subject: Resolution Approving Significant Modification for Healthcare Facilities Projects STAFF RECOMMENDATION RECOMMENDATION It is recommended that the Board of County Commissioners (Board) approve the attached resolution, which does the following: * Approves a significant modification to Building Better Communities General Obligation Bond (BBC GOB) Program Project No. 208 � �Construct and Expand the Emergency Department at Jackson Memorial Hospital (JMH)� to reduce BBC GOB funds allocated to the project. * Approves a significant modification to BBC GOB Project No. 211 � �Radiology Recovery Unit at Jackson Memorial Hospital (JMH)� to reduce BBC GOB funds allocated to the project. * Reallocates surplus BBC GOB funds from Project Nos. 208 and 211 to BBC GOB Project No. 210 � �Renovation and Expansion of Jackson South Community Hospital� SCOPE The projects in this agenda item are for facilities in Commission Districts 3 and 8, which are represented by Commissioner Audrey M. Edmonson and Commissioner Lynda Bell, respectively. These facilities provide services for residents countywide. FISCAL IMPACT/FUNDING SOURCE This item reallocates $24,927,045 in surplus funds from Project 208 to Project 210 and $266,384 in surplus funds from Project 211 to Project 210. The source of funding general obligation bond proceeds. TRACKING/MONITOR The Public Health Trust (PHT) will implement the projects and the Office of Management and Budget will monitor the projects. DELEGATION OF AUTHORITY There is no additional delegation of authority related to this item. MANAGER'S BACKGROUND BACKGROUND The BBC GOB Program was approved by the voters in 2004. One of the questions authorized expenditures for Healthcare Facilities projects and included as an appendix to Resolution No. R-916-04 a number of projects for Jackson Memorial Hospital (JMH) and Jackson South Community Hospital. Work has been completed utilizing BBC GOB proceeds under two projects, Project 209 � Renovation and Expansion of Pediatric Services at JMH which exhausted the funding available and Project 211 � Radiology Recovery Unit at JMH which was completed with $266,384 of surplus funding. Work was also done utilizing BBC GOB proceeds under another project, Project 208 � Construct and Expand the Emergency Department at JMH, however initial projects at this location were completed with other funding sources including 2005 Public Facilities Revenue Bonds (Public Facilities Bonds) proceeds and funded depreciation. Project 208 has surplus funding in the amount of $24,927,045. The item being presented to the Board for its consideration will allocate $25,193,429 in surplus funds to Project No. 210 � Renovation and Expansion of Jackson South Community Hospital. This project, identified in Resolution R-916-04, has an allocation of $52,000,000 in BBC GOB funding which has been exhausted. In addition, the project was supplemented with $50,000,000 in 2005 Revenue Bonds proceeds which were also spent. The amount being directed from Project Nos. 208 and 211 to Project No. 210 will allow the PHT to utilize the BBC GOB surplus funding to reimburse the Public Facilities Bonds spent on the project and in turn allocate the reimbursed Public Facilities Bonds to high priority projects and equipment acquisition that support the current PHT Administration�s strategic vision to improve other signature facilities in order to become more competitive in the post-reform healthcare market. Implementing Order 3-47, which governs the BBC GOB Program, dictates that in order to use surplus funds to complete a project, a determination must be made that the surplus funds meet one of seven criteria. The Renovation and Expansion of Jackson South Community Hospital project is eligible because it will have a positive impact on the healthcare of the population of Miami-Dade County.
