REPORT: Commissioner Diaz released his portion of the foregoing proposed item from the Pull List. Commissioner Jordan asked whether the study would look into how to integrate all other museums that were being contemplated, such as the location in Hialeah Gardens and the feasibility of including it in the Museum Park. She noted that she believed there was a way to implement this and it should be looked into, particularly if the City of Miami agreed on partnering in the project. Commissioner Jordan requested that this be part of the study. Commissioner Jordan released the foregoing proposed item from the Pull List. Hearing no further questions or comments, the Board members proceeded to vote on the foregoing resolution as presented

REPORT: Assistant County Attorney Geri Bonzon-Keenan read the foregoing proposed resolution into the record. Chairman Bovo asked to be listed as a co-sponsor to the foregoing proposed resolution. Commissioner Edmonson explained that she asked Mayor Gimenez to conduct a study to determine whether any alternative land was available for the Cuban History Museum so that Parcel B could remain a green space, based upon community members’ requests. Commissioner Moss commended Commissioner Edmonson for her efforts, noting that various options should be considered. Hearing no further questions or comments, the Committee members proceeded to vote on this proposed resolution, as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO UPDATE CONCEPTUAL STUDY ANALYZING DEVELOPMENT OF CUBAN EXILE HISTORY MUSEUM AT PARCEL B OF FEC PROPERTY AND TO EXPAND SUCH STUDY TO INCLUDE OTHER POTENTIAL SITES FOR SUCH PROJECT IN THE SURROUNDING AREA

BODY
WHEREAS, Parcel B of the FEC Property (the ''Parcel B''), approximately 2.76 acres in size, is immediately adjacent to the American Airlines Arena (the ''Arena''); therefore, any development of Parcel B may materially interfere with operation of the Arena; and
WHEREAS, in 2007, the Board directed the County Manager to prepare a conceptual study analyzing development of the Bay of Pigs Museum and Library (''Project'') at Parcel B based upon a preliminary design of the Project prepared by Chisholm Architects; and
WHEREAS, pursuant to the terms of the Board�s directive, the conceptual study was to include at a minimum a section addressing the following: the feasibility of underground parking, the provision of public open space, development of a baywalk and options to mitigate any material impact to operation of the Arena arising from development of Parcel B; and
WHEREAS, the conceptual study prepared by the County Manager was presented to the Board at its May 6, 2008 regularly scheduled meeting (the ''2008 Conceptual Study''); and
WHEREAS, Parcel B still remains undeveloped; and
WHEREAS, in the intervening years since the 2008 Conceptual Study, many of the Project�s original proponents have gradually evolved its scope and content, in a series of substantive, detailed and prolonged discussions with Miami-Dade County and other officials, to a much broader, more inclusive and sustainable Cuban Exile History Museum (the ''Revised Project''), rather than the prior narrower predecessor concept focused primarily on the Bay of Pigs; and
WHEREAS, the City of Hialeah Gardens has since procured an initial $1,000,000.00 grant from the Florida Legislature, and contributed its own land, for the establishment of a similar Bay of Pigs Museum and Library in its jurisdiction; and
WHEREAS, there is no other substantial Cuban exile history museum, other than one focused solely on Cuban art, in Miami-Dade County of a size and scope commensurate with the contributions of this ethnic/immigrant group both to the South Florida area as well as nationally and internationally; and
WHEREAS, this Board wishes to direct the County Mayor or Mayor�s designee to update the 2008 Conceptual Study analyzing development of the Revised Project at Parcel B and to expand such study to include development of the Revised Project at other sites in the surrounding area; and
WHEREAS, this Board wishes to direct the County Mayor or Mayor�s designee to consult with Basketball Properties, Ltd (''BPL''), the operator and manager of the Arena, to determine whether the development of a Cuban Exile History Museum at Parcel B may materially impact the operation of the Arena,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated in this resolution and are approved.
Section 2. This Board directs the County Mayor or Mayor�s designee to update the 2008 Conceptual Study analyzing development of the Revised Project at Parcel B and to expand such study to include development of the Revised Project at other sites in the surrounding area. In addition, this Board directs the County Mayor or Mayor�s designee to consult with BPL prior to completion of the updated conceptual study to determine whether the development of a Cuban Exile History Museum at Parcel B may materially impact the operation of the Arena. The County Mayor shall present the conceptual study to this Board within ninety (90) days from the effective date of this resolution.
