REPORT: | First Assistant County Attorney Abigail Price-Williams read the foregoing proposed resolution into the record. Chairwoman Sosa opened the public hearing and the following individuals appeared: 1) Mr. William Clark, Retired Firefighter, 1155 NW 126 Street, Miami, appeared before the Board in support of the foregoing resolution and noted the importance of mentorship in the Black community. He pointed out that Mr. Plenty Whitehead, for whom the building would be named, was still alive, and expressed pleasure for the opportunity to honor him during his life. Hearing no further questions or comments, the Board proceeded to vote. | ||||||

TITLE RESOLUTION NAMING THE RECREATION BUILDING AT ARCOLA PARK, LOCATED AT 1680 NORTHWEST 87TH STREET, AS THE �PLENTY WHITEHEAD RECREATION BUILDING,� AFTER A PUBLIC HEARING AND BY A THREE-FIFTHS VOTE OF BOARD MEMBERS PRESENT, AND FURTHER DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO COORDINATE WITH THE DISTRICT 2 COMMISSIONER TO INSTALL APPROPRIATE SIGNAGE INDICATING DESIGNATION USING DISTRICT 2 QUALITY NEIGHBORHOODS IMPROVEMENT PROGRAM (QNIP) FUNDS BODY WHEREAS, Plenty Whitehead was born on April 1, 1935, in Unadilla, Georgia, to his parents, Clara Braswell and Lemon Whitehead; and WHEREAS, after quitting grade school to help his family financially by becoming a farm hand and picking various crops, Plenty Whitehead moved to Miami in 1955 to seek a better livelihood for his family; and WHEREAS, Plenty Whitehead established a family in Miami�including his wife, Susie Kate Davis (whom he married in 1956), and two daughters�which family Plenty Whitehead supported through the successful landscaping business that he established and ran for 35 years; and WHEREAS, in addition to running his successful landscaping business, Plenty Whitehead also worked part-time for the Miami-Dade County Park and Recreation Department as a night custodian at Arcola Park, taking great pride that the recreation facilities were cleaned nightly; and WHEREAS, Plenty Whitehead has been otherwise extensively involved in the community as a public servant, serving as Treasurer of the Northside Optimist Club, Commissioner of Sports for the Miami-Dade County Youth League, and Deacon for the St. Luke Missionary Baptist Church since 1960; and WHEREAS, by re-naming the recreation building at Arcola Park as the �Plenty Whitehead Recreation Building,� this Board desires to make a lasting recognition of Plenty Whitehead�s contributions to the community and Arcola Park, in particular; and WHEREAS, Rule 9.02(d) of the Boards Rules of Procedure provides that the Commission may by a three-fifths vote of Board members present name a County facility or property after a living individual who has not served as an elected official within the past five years and who �has made a direct, significant lifetime contribution to this community�; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board, Section 1. The foregoing recitals are hereby incorporated into this resolution and the Board finds that Plenty Whitehead has made direct, significant lifetime contributions to this community pursuant to Rule 9.02(d). Section 2. Having considered this matter at a public hearing and by a three-fifths vote of Board members present, the Board desires to honor Plenty Whitehead�s legacy by naming the recreation building at Arcola Park, located at 1680 Northwest 87th Street, as the �Plenty Whitehead Recreation Building�; and Section 3. Further directs the County Mayor or Mayor�s designee to coordinate and work with the Commissioner of District 2 to install an appropriate marker to indicate this designation using District 2 Quality Neighborhoods Improvement Program (QNIP) funds; and Section 4. Directs the Clerk of the Board to transmit a certified copy of this resolution to Plenty Whitehead. |
