TITLE
RESOLUTION DIRECTING THE MAYOR OR DESIGNEE TO DEVELOP A PLAN FOR THE CREATION OF A CENTRALIZED DATABASE FOR CODE ENFORCEMENT INFORMATION

BODY
WHEREAS, Miami-Dade County has a number of departments that issue County Code violations, including the Regulatory and Economic Resources Department, the Public Works and Waste Management Department, the Water and Sewer Department, Animal Services, Police and the Fire Rescue Department; and
WHEREAS, within the Regulatory and Economic Resources Department, there are a number of divisions that issue County Code violations, including the Neighborhood Compliance, Building Code Enforcement, Environmental Resources and Zoning; and
WHEREAS, constituents often contact one County department about County Code violations, but that department may not have access to information on all the County Code violations that may have been issued by other County departments or divisions; and
WHEREAS, it is difficult for a constituent to contact all the different County departments and divisions within County departments to determine whether there are outstanding County Code violations; and
WHEREAS, the Clerk of Courts maintains a searchable online database of all County code enforcement citations; and
WHEREAS, the Clerk of Courts� online database of code enforcement citations can be searched by citation number, folio number, name and mailing address; and
WHEREAS, the Clerk of Courts also maintains a searchable online database of all recorded documents including liens on property within Miami-Dade County that can be searched by name; and
WHEREAS, the Clerk of Court�s online databases does not include information on County Code violations where a citation has not yet been issued or for which a different method of enforcement is being used; and
WHEREAS, the County should develop and maintain a single database that:

1. All County departments can access;
2. Does not duplicate, but instead builds upon the database maintained by the Clerk of Courts; and
3. Contains information about all County Code violations, searchable by name or address; and

WHEREAS, such a single searchable database would allow a constituent who contacts any one County department to get a full and complete answer related to the existence of all County Code violations,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Mayor or designee to develop a plan for the creation of a centralized database for all County departments to access for code enforcement information, including the costs associated with implementing such a plan. The Mayor or designee shall develop and present such plan to this Board for committee review within ninety (90) days of the effective date of this resolution.
