STATUS OF THE COUNTY'S COMMUNITY DEVELOPMENT BLOCK GRANT 1:5 RATIO

Mr. Greg Fortner, Director, Public Housing and Community Development (PHCD), provided a report on the status of the County’s efforts to comply with the Community Development Block Grant (CDBG) program’s 1.5 ratio. Mr. Fortner explained that the United States Department of Housing and Urban Development (HUD) allocated Community Development Block Grant (CDBG) program funds to the County on a 1.5 ratio. He noted HUD tested the County’s ratio at the beginning of November, and required that at the time of the test only 150 percent of the County’s grant remain in its line of credit. Mr. Fortner indicated that one year ago, the department’s funding was drastically reduced to $11 million; therefore, the County’s line of credit could not exceed $16 million on November 1st, 2013. He indicated that the PHCD staff had contacted various partners, including County departments, municipalities, Community Based Organizations (CBOs), and for-profit organizations. As a result, reported Mr. Fortner, the County’s CDBG ratio was reduced from 2.78 on November 1st, 2012 to 2.24 currently; and he projected that the County’s CDBG ratio would be below 1.5 by the beginning of November.
