REPORT: Assistant County Attorney Gerald Sanchez read the foregoing proposed resolution into the record. It was moved by Commissioner Bovo that the foregoing proposed resolution be forwarded to the BCC with a favorable recommendation. This motion was seconded by Commissioner Edmonson, followed by discussion. Chairwoman Heyman and Commissioners Bovo and Edmonson asked to be listed as co-sponsors to the foregoing proposed resolution. Deputy Mayor Genaro Iglesias advised Committee members that the incident referenced in this item was under investigation and upon conclusion of that investigation, more information would be made available. Chairwoman Heyman pointed out that the language in the title of this resolution referenced more than one incident and emphasized the requested timeline of 90 days after the effective date Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO INVESTIGATE RECENT SECURITY INCIDENTS AT TURNER GUILFORD KNIGHT CORRECTIONAL CENTER, AND TO REPORT TO THE BOARD WITHIN NINETY DAYS ON THE CAUSES OF SAID INCIDENTS AND HOW FUTURE SECURITY INCIDENTS CAN BE AVOIDED

BODY
WHEREAS, Miami-Dade County owns and operates five correctional facilities within the County, together holding thousands of inmates at any given time; and
WHEREAS, Miami-Dade Corrections and Rehabilitation Department is charged with the responsibility for operating all of these correctional facilities, including the Turner Guilford Knight Correctional Center (''TGK''); and
WHEREAS, operation of all such facilities is accompanied by the expectation that inmates, correctional staff, and the surrounding communities will be reasonably protected from harm; and
WHEREAS, on June 13, 2013, an incident occurred at TGK which allowed some inmates to leave their individual cells and attack a fellow inmate, resulting in serious bodily injury; and
WHEREAS, similar security incidents may have occurred at TGK prior to June 13, 2013; and

WHEREAS, in order to avoid future security incidents and reasonably protect inmates, correctional staff, and the surrounding communities from harm, the causes of these security incidents must be promptly and thoroughly investigated,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or County Mayor�s designee is directed to investigate, or direct the Miami-Dade Corrections and Rehabilitation Department to investigate the June 2013 security incident at TGK, and earlier similar incidents, if any, and to report to the full Board of County Commissioners not later than 90 days from the date of this resolution regarding the cause(s) of any such security incident(s) at TGK, and what measures can be implemented to avoid future similar security incidents at County correctional facilities.
