TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO PROVIDE THE NECESSARY STATE FUNDING TO CONSTRUCT GRADE SEPARATION AT THE INTERSECTION OF S.W. 8TH STREET AND S.W. 107TH AVENUE AT THE FLORIDA INTERNATIONAL UNIVERSITY MAIN CAMPUS; IDENTIFYING THIS ISSUE AS A CRITICAL COUNTY PRIORITY FOR THE 2014 SESSION

BODY
WHEREAS, Florida International University (FIU) has a student body of 50,000 students, and was the seventh (7th) largest public university by enrollment in the United States in the fall of 2012; and
WHEREAS, it is estimated that there are more than 60,000 people associated with FIU when students, faculty and staff are considered together; and
WHEREAS, the main campus of FIU, the Modesto A. Maidique Campus, is located at 11200 S.W. 8th Street in Southwest Miami-Dade County, bounded by S.W. 8th Street to the north and S.W. 107th Avenue to the east; and
WHEREAS, S.W. 8th Street and S.W. 107th Avenue are both state roads that are heavily traveled, with the intersection of these two roads handling about 105,000 vehicles per day; and
WHEREAS, despite being the seventh (7th) largest public university, there are traffic signals at the intersection of S.W. 8th Street and S.W. 107th Avenue near the main entrances to the Modesto A. Maidique Campus of FIU; and
WHEREAS, previous studies of the area have shown that grade separation, such as overpasses, flyovers or underpasses, were needed at the intersection of S.W. 8th Street and S.W. 107th Avenue at the entrances to FIU; and
WHEREAS, a 2005 Grade Separation Study prepared for the Miami-Dade County Metropolitan Planning Organization includes the intersection of S.W. 8th Street and S.W. 107th Avenue for possible grade separation; and
WHEREAS, this project is on the long range list of transportation improvements in Miami-Dade County, but remains unfunded and needs to be included in the five (5) year Florida Department of Transportation (FDOT) Plan; and
WHEREAS, during the Miami-Dade County Metropolitan Planning Organization meeting on July 18, 2013, FDOT Secretary Ananth Prasad indicated that he would have FDOT staff research traffic surrounding FIU and such improvements; and
WHEREAS, grade separation at the intersection of S.W. 8th Street and S.W. 107th Avenue at the entrances to FIU would provide safety and benefit not only to FIU students, but also to the residents and business owners of the surrounding areas who suffer from extreme traffic congestion; and
WHEREAS, this Board would like to urge the Florida Legislature to provide the necessary state funding to construct grade separation at the intersection of S.W. 8th Street and S.W. 107th Avenue at the entrances to FIU; and
WHEREAS, this Board would further like to identify this issue as one of Miami-Dade County’s critical priorities for the 2014 session,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Florida Legislature to provide the necessary state funding to construct grade separation at the intersection of S.W. 8th Street and S.W. 107th Avenue at the entrances to the Florida International University main campus.
Section 2. Identifies the issue set forth in section 1 above as a critical County priority for the 2014 State legislative session.
Section 3. Directs the Clerk of this Board to send a certified copy of this resolution to the Governor, Senate President, House Speaker, the Chair and Members of the Miami-Dade State Legislative Delegation and the Secretary of the Florida Department of Transportation.
Section 4. Directs the County's state lobbyists to advocate for the passage of legislation and funding as set forth in section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to include this item as a critical County priority in the 2014 State Legislative Package when it is presented to the Board.
