REPORT: Hearing no objection, the Committee members considered Agenda Items 7A, 7B, and 7C simultaneously. Assistant County Attorney Terrence Smith read the titles of the foregoing proposed reports into the record. Commissioner Souto said that,currently the County was facing a crisis with regard to the homeless living in the streets, and pointed out that a number of homeless people suffered from mental problems. He noted in other parts of the country officials dispatched mobile units to circulate in the evenings to render assistance to the homeless sleeping in the streets, and convince them to go to shelters. Commissioner Souto requested that the Homeless Trust and Jackson Memorial Hospital conduct a joint feasibility study to determine whether it would be possible to dispatch such a mobile unit in Miami with social workers and nurses to intervene and convince the homeless living in the streets to go to shelters. Chairwoman Edmonson noted the Homeless Trust already had such a project in the City of Miami, and the Committee could request a report from the Homeless Trust on its efforts to address this issue. Commissioner Souto noted, over the years, a few homeless people had been convinced to go to shelters; however, some homeless people living in the streets had been killed. He pointed out that the County had reasonable facilities for them, and inquired why they persisted on living in the streets. Ms. Hilda Fernandez, Executive Director, Homeless Trust, indicated that her agency had a contract with Camillus Health Concern, which provides mobile clinic services to the community. She said that in addition the Homeless Trust had a contract with Citrus Health Services, which carried out coordinated outreach. She explained that they had clinical staff whose job was to deal with the chronic homeless. Ms. Fernandez stated that according to the most recent homeless count, 200 members of families were living in hotel rooms during the night of the count, which was a significant increase as compared to last year. She noted these families were having difficulty finding affordable homes, and the Trust’s challenge was to find decent affordable housing for them. She said that the Trust planned to work with the affordable housing developers to identify some units to set aside for people with extremely low income. Commissioner Souto reiterated that in his district some homeless people living in bus shelters were found dead. He said that these were single individuals who were in need of treatment from psychologists. He noted it was extremely difficult to convince them to come off the streets, and this was the reason he was proposing a feasibility study to determine if it was possible to convince these people to live in shelters. Ms. Fernandez said that she would be happy to provide a report on the work which the Homeless Trust was doing in that regard, in consultation with Camillus Health Concern and Citrus Health Services. Chairwoman Edmonson suggested that Ms. Fernandez concentrate particularly on Commissioner Souto’s district. Hearing no further questions or comments, the Committee members proceeded to vote on the foregoing reports, as presented.

STAFF RECOMMENDATION
In accordance with the provisions of Section 2-11.40 of the Code of Miami-Dade County, I am transmitting the 2014 Sunset Review of County Boards Report for the Miami-Dade County Homeless Trust. The Board approved the attached report at its meeting of November 22, 2013 and has recommended the continuation of its board.
