RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATION TO FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION’S, FLORIDA BOATING IMPROVEMENT PROGRAM (FBIP) FOR GRANT FUNDS OF $200,000 WITH MATCHING COUNTY FUNDS OF $775,623 TO REPLACE TIE RODS/BOLTS IN THE FLOATING DOCKS AT CRANDON MARINA AND FURTHER AUTHORIZING THE COUNTY MAYOR OR MAYOR’S DESIGNEE TO RECEIVE AND EXPEND FUNDS AND TO EXECUTE GRANT AWARD AGREEMENTS, AMENDMENTS AND OTHER DOCUMENTS AS REQUIRED BY THE GRANT UPON REVIEW AND FINAL APPROVAL BY THE COUNTY ATTORNEY FOR LEGAL SUFFICIENCY

WHEREAS, this Board desires to accomplish the purpose outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board authorizes the County Mayor or Mayor’s designee to submit a grant application to Florida Fish and Wildlife Commission’s Florida Boating Improvement Program (FBIP) for $200,000 with a County match of $775,623 to replace tie rods/bolts on the floating docks at Crandon Marina and further authorizing the County Mayor or County Mayor’s designee to receive and expend funds and to execute grant award agreements, amendments and other documents as required by the grant subject to County Attorney approval as to legal sufficiency.

STAFF RECOMMENDATION
RECOMMENDATION
It is recommended that the Board of County Commissioners (Board) authorize the Mayor or County Mayor’s designee to apply to Florida Fish and Wildlife Conservation Commission’s Florida Boating Improvement Program for a grant of $200,000 with matching County funds of $775,623 to replace tie rods/bolts in the floating docks at Crandon Marina. It is further recommended that the Board authorize the County Mayor or County Mayor’s designee to receive and expend funds and execute grant agreements, amendments and other documents as required by the grant upon review and final approval by the County Attorney’s Office.

SCOPE
Crandon Marina is located at 4000 Crandon Boulevard, Key Biscayne, in Commission District 7, Commissioner Xavier L. Suarez.

FISCAL IMPACT/FUNDING SOURCE
The total cost of the project is $975,623. If awarded, the grant will provide funds of $200,000. PROS Index Code PRE130935014, Florida Boating Improvement Program Vessel Fee Allocation Fund will provide $775,623 of project funding. The project solely renovates existing facilities therefore no additional operating cost will be incurred from completion of this project.

TRACK RECORD/MONITOR
PROS’ Grants Specialist, Joyce Denny, will manage and monitor the grants funds.

MANAGER'S BACKGROUND
BACKGROUND
Funding for the FIBP Program is appropriated annually by the State Legislature and is derived from the State Game Trust Fund and Marina Resource Conservation Trust Fund. This project will replace tie rods/bolts in the floating docks at Crandon Marina. The application is due about April 1, 2014, and is required to be accompanied by the adopted resolution. If awarded, the grant term will begin October 2014 and end April 2016. The project is scheduled to be completed within the grant term, but, if needed, an extension is allowed upon request.
