REPORT: | Assistant County Attorney Gerald Heffernan read the foregoing proposed resolution into the record. Chairman Bovo opened the floor for public comments and called for persons wishing to appear before the Committee on the foregoing proposed resolution. The floor was closed after no one appeared wishing to speak. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution as presented. | ||||||

TITLE RESOLUTION DIRECTING THE MAYOR OR MAYOR�S DESIGNEE TO IDENTIFY AND IMPLEMENT COST-SAVING MEASURES WITHIN EACH COUNTY DEPARTMENT, AND REQUIRING THE MAYOR OR MAYOR'S DESIGNEE TO PROVIDE A REPORT TO THE BOARD ON ALL COST SAVING MEASURES TO BE IMPLEMENTED BODY WHEREAS, many Miami-Dade County employees have been required to contribute five percent of their base pay towards the County�s healthcare costs; and WHEREAS, at recent impasse hearings held on December 5, 2013, regarding the continuation of the five percent healthcare contribution, some union representatives and employees described various specific cost-saving measures County departments could implement that would benefit the County financially and reduce the impact on County employees� pay; and WHEREAS, members of the Administration have expressed their willingness to continue identifying and implementing feasible cost-saving measures on an ongoing basis; and WHEREAS, it is vital to the efficient operation of Miami-Dade County that any potential and viable cost-saving measures be identified and implemented by all County departments, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Mayor or Mayor�s designee to provide a report to the Board within sixty (60) days following the effective date of this resolution, identifying cost-saving measures within each County department to be implemented within the next fiscal year, including but not limited to consideration of those recommendations made by the union representatives to staff at the impasse hearings held on December 5, 2013. For example, the report should consider whether equipment and supplies can be obtained at a lesser cost, whether equipment and supplies can be repaired instead of being replaced, whether services currently performed by outside vendors can be performed in house at a lesser cost, and whether non-essential routine cosmetic or decorative purchases and repairs can be postponed or eliminated. |
