TITLE
RESOLUTION URGING THE GOVERNOR AND FLORIDA LEGISLATURE TO FULLY FUND ELDER MEAL PROGRAMS/LOCAL SERVICE PROVIDERS IN MIAMI-DADE COUNTY AND OPPOSING LEGISLATION THAT MIGHT RESULT IN REDUCTIONS FOR FUNDING OF ELDER MEAL PROGRAMS AND LOCAL SERVICE PROVIDERS IN MIAMI-DADE COUNTY

BODY

WHEREAS, Local Service Providers funds provide thousands of meals for the elderly in Miami-Dade County and are the main source of funding for several senior centers in Miami-Dade County; and
WHEREAS, in addition to providing meals for the elderly, funding for Local Service Providers facilitates the engagement of the elderly in the community because seniors who visit senior centers for meals have access to an array of services, including education, recreation, and health screenings; and
WHEREAS, Miami-Dade County currently is matching state funding for elder meal programs in an amount of up to $1 million; and
WHEREAS, Miami-Dade County has a rapidly growing elderly population with increasing needs; and
WHEREAS, there are more than 350,000 persons over the age of 65 living in Miami-Dade County; and
WHEREAS, one-third of Florida�s elderly Medicaid recipients reside in Miami-Dade County; and
WHEREAS, the United States Department of Agriculture forecasts that the cost of food will increase at a significantly greater rate in 2014 than it did in 2013; and
WHEREAS, there should be no greater funding priority than elder meal programs and other programs for the elderly in our community,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Governor and Florida Legislature to fully fund elder meal programs/Local Service Providers in Miami-Dade County.
Section 2. Opposes legislation that might result in reductions for funding of elder meal programs and Local Service Providers in Miami-Dade County.
Section 3. Directs the Clerk of the Board to transmit a certified copy of this resolution to Governor, Senate President, House Speaker, the Chair and Members of the Miami-Dade State Legislative Delegation, and the Secretary of the Florida Department of Elder Affairs.
Section 4. Directs the County's state lobbyists to advocate for the funding indicated in Section 1 above.
Section 5. Directs the County's state lobbyists to advocate against the passage of the legislation as set forth in Section 2 above.
Section 6. Authorizes and directs the Office of Intergovernmental Affairs to amend the 2014 State Legislative Package to include this item.
