REPORT: | Following the discussion on 2B, Commissioner Levine Cava noted this was a marketing initiative on the installment payment option for the waterline connection fees recommended by the Beacon Council for small businesses. She explained the process would allow financing through the property taxes. Mr. Lester Sola, Director Water and Sewer Department (WASD) further explained this would afford the opportunity for developers or businesses while in the construction process to make payments on the connection fees, which was an existing program at the discretion of the Department. Commissioner Levine Cava pointed out this was similar to an existing program, but would be a way to publicize the availability of the program. Discussion ensued between Commissioner Diaz and Mr. Sola regarding how this item would be related to individuals who brought property and in the process of development that allowed payment installments, rather than pay the full amount for added expenses. Further discussion ensued pertaining to whether a business would be forced to change from a septic tank to the waterline that would be at the discretion of the Department Environmental Resources Management (DERM) Hearing no further comments or questions the MSC proceeded to vote that the foregoing proposed resolution be forwarded to the Board of County Commissioners (BCC) with a favorable recommendation as presented. TITLE RESOLUTION DIRECTING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO DEVELOP A MARKETING INITIATIVE TO INFORM BUSINESS OWNERS SEEKING TO START OR EXPAND OF THE OPTION TO PAY WATER AND SEWER CONNECTION CHARGES THROUGH INSTALLMENTS AND DIRECTING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROVIDE REPORT TO THE BOARD BODY WHEREAS, whenever a property is required to connect to the County�s water and/or sewer system, the property owner or business owner must pay the applicable water and sewer connection charges; and WHEREAS, the water and sewer connection charges are based on the amount of the average daily flow for the type of property multiplied by the prevailing rate approved by this Board; and WHEREAS, the water and sewer connection charges may be a substantial expense which has been identified by the Beacon Council as a commonly cited impediment to the creation or expansion of new businesses in Miami-Dade; and WHEREAS, the Water and Sewer Department�s procedures include the opportunity for property owners and business owners to pay connection charges in installments, up to a year at the Director�s discretion; and WHEREAS, the Water and Sewer Department�s New Business Office is charged with informing property owners and business owners of the availability of the installment program; and WHEREAS, this Board desires broader notification of the installment program to businesses seeking to open or expand in Miami-Dade, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or County Mayor�s designee is directed to develop a marketing initiative, in coordination with the Beacon Council, to inform business owners seeking to start or expand a business in Miami-Dade of the option to pay Water and Sewer connection charges in installments for up to a year as a way to remove barriers to business expansion in Miami-Dade. Information about paying connection charges in installments shall also be provided on the Water and Sewer Department website, and the Miami-Dade Business Portal. The County Mayor or County Mayor�s designee shall provide a written report detailing the plan and progress in developing and executing this marketing initiative to the Board within 90 days of the effective date of this Resolution and shall place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65. |
