TITLE
RESOLUTION SUPPORTING HOUSE BILL 3291 OR SIMILAR LEGISLATION THAT WOULD APPROPRIATE SUBSTANTIAL FUNDING FROM THE STATE GENERAL REVENUE FUND TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY TO FUND THE POINCIANA INDUSTRIAL PARK INTERMODAL LOGISTIC CENTER

BODY
WHEREAS, this Board wishes to express its support for House Bill (�HB�) 3291, which proposes to appropriate $25,000,000.00 of nonrecurring funds from the state general revenue fund to the Florida Department of Economic Opportunity to fund the Poinciana Industrial Park Intermodal Logistic Center; and
WHEREAS, Representative Roy Hardemon (D-Miami) filed HB 3291 seeking $25,000,000.00 on behalf of the Model City Advisory Board Community Development Corporation (�Model City Advisory Board�) for the development of Poinciana Industrial Park, a 113-acre tract of land located between Northwest 22nd to 37th Avenues and Northwest 71st to 79th Streets; and
WHEREAS, the Model City Advisory Board is a 501(c)(3), nonprofit, organization that makes recommendations to local leaders pertaining to developments and other projects to enhance certain areas in Miami-Dade County; and
WHEREAS, Poinciana Industrial Park consists of land that is largely owned by private entities; and
WHEREAS, the funds sought would be used to create an Intermodal Logistic Center on more than 20 acres of vacant land in Poinciana Industrial Park that is owned by Miami-Dade County; and
WHEREAS, Representative Hardemon and the Model City Advisory Board intend for the parcel to be used (1) to provide regular and cold storage warehouses to allow import/export businesses to store products, (2) as a processing plant, and (3) to hold transport vehicles in large bays; and
WHEREAS, additionally, the plan includes an incubator/training facility that would afford residents an opportunity to start their own businesses and a transit hub for truckers and shipping companies; and
WHEREAS, the development of Poinciana Industrial Park could facilitate the return of industry into Liberty City and create needed jobs for the immediate area and the community as a whole; and
WHEREAS, this Board would like to urge the Florida Legislature to enact HB 3291 or similar legislation that would assist the return of commerce and industry to Poinciana Industrial Park and North Central Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Supports House Bill 3291 or similar legislation that would appropriate substantial funding from the state general revenue fund to the Florida Department of Economic Opportunity to fund the Poinciana Industrial Park Intermodal Logistic Center.
Section 2. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, Senate President, House Speaker, Representative Roy Hardemon and the Chair and remaining Members of the Miami-Dade State Legislative Delegation.
Section 3. Directs the County�s state lobbyists to advocate for the passage of the legistlation set forth in Section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to amend the 2017 State Legislative Package to include this item.
