TITLE
RESOLUTION URGING PRESIDENT DONALD TRUMP, THE UNITED STATES CONGRESS, THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES, THE UNITED STATES DEPARTMENT OF EDUCATION, THE UNITED STATES DEPARTMENT OF AGRICULTURE AND OTHER APPLICABLE FEDERAL AGENCIES TO SAFEGUARD NUTRITION PROGRAMS AND OTHER PROGRAMS FUNDED BY THE FEDERAL GOVERNMENT THAT PROVIDE FOOD AND EMERGENCY ASSISTANCE FROM FUNDING CUTS IN THE FISCAL YEAR 2018 BUDGET AND BUDGETS FOR SUBSEQUENT FISCAL YEARS

BODY
WHEREAS, approximately 42 million Americans are food insecure or hungry and depend on services provided by anti-hunger or nutritional programs funded, in whole or part, by the federal government; and
WHEREAS, nutrition and food assistance programs help struggling people of all ages, races, ethnicities, religions and life circumstances, including seniors, children, people with disabilities, military and veterans� families, low wage workers, the unemployed and underemployed, as well as many others; and
WHEREAS, on March 16, 2017, the White House released the Fiscal Year 2018 Budget Blueprint (�Budget�); and
WHEREAS, the proposed Budget projects a grim future for the vast number of Americans who rely on federally funded food assistance or nutrition programs; and
WHEREAS, the proposed Budget makes steep cuts to programs that fall under the purview of the United States Department of Health and Human Services, the United States Department of Education and the United States Department of Agriculture, which include critical programs that support seniors, children, low income and other vulnerable Americans; and
WHEREAS, many of the programs facing significant reductions or elimination in the Budget create an anti-hunger safety net that assists the country�s most susceptible residents and help to reduce the number of individuals facing food insecurity; and
WHEREAS, specifically, under the White House Budget proposal, federal funding for a variety of programs such as the Supplemental Nutrition Assistance Program, Special Supplemental Nutrition Assistance Program for Women, Infants and Children, The Emergency Food Assistance Program, National School Lunch Program, Child and Adult Care Food Program, National School Breakfast Program, Summer Food Service Program and the Fresh Fruit and Vegetable Program, which provide food assistance to low-income individuals and families, pregnant women, newborn children, young children, school age children and seniors would be drastically cut; and
WHEREAS, additionally, funding reductions will either totally eliminate or significantly a number of other programs, including Low Income Home Energy Assistance Program (�LIHEAP�), Community Services Block Grant, Community Development Block Grant, Legal Services, job training and work study programs, after school and summer programs for children, among others, that, directly or indirectly, serve some of the country�s most at need; and
WHEREAS, because the Budget also proposes to cut programs such as LIHEAP, there is a great likelihood that a number of families could be forced to choose between eating, regular nutritious meals and paying for heat during the cold winter months; and
WHEREAS, if adopted, the Budget will cause serious hardships for millions, have a lasting detrimental impact on some low income families, seniors and people with disabilities, and further imbed hunger and poverty in the fabric of some communities; and
WHEREAS, investments in federal nutrition and other emergency assistance programs can strengthen communities through the reduction of hunger and poverty and have been shown to improve health and learning; and
WHEREAS, this Board is committed to supporting a strong nutritional safety net for vulnerable, low-income individuals and families and opposes efforts to reduce funding for nutrition and other food and emergency assistance programs,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Approves the foregoing recitals, which are incorporated herein by reference.
Section 2. Urges President Donald Trump, the United States Congress, the United States Department of Health and Human Services, the United States Department of Education, the United States Department of Agriculture and other applicable federal agencies, to safeguard nutrition programs and other programs funded by the federal government that provide food and emergency assistance from funding cuts in the Fiscal Year 2018 Budget and budgets for subsequent Fiscal Years.
Section 3. Directs the Clerk of the Board to transmit a certified copy of this resolution to the President of the United States, Members of the Florida Congressional Delegation, the Secretary of the United States Department of Health and Human Services, the Secretary of the United States Department of Education, and the Secretary of the United States Department of Agriculture.
Section 4. Directs the County�s federal lobbyists to advocate for the action set forth in Section 2 above, and authorizes and directs the Office of Intergovernmental Affairs to amend the 2017 Federal Legislative Package to include this item.
