REPORT: | Commissioner Martinez said he did not believe in the Paris Climate Accord; and he wished to vote “no” on the foregoing proposed resolution. Commissioner Levine Cava pointed out that the County was already at the forefront of the fight against climate change and the County Commission had already adopted a number of sea level rise policies. She stressed the importance of affirming the County’s support for the Paris Climate Accord. Commissioner Martinez noted while it was a good concept, he believed that the Paris Climate Accord was not favorable to the United States. However, he expressed his agreement with the County’s efforts against sea level rise. Hearing no further questions or comments, the Board proceeded to vote on the foregoing proposed resolution, as presented. | ||||||

TITLE RESOLUTION EXPRESSING SUPPORT FOR THE PARIS CLIMATE ACCORD AND EXPRESSING AN INTENT TO SYMBOLICALLY JOIN WITH OTHER LOCAL GOVERNMENTS TO ADOPT, HONOR AND UPHOLD THE COMMITMENTS TO THE GOALS ENSHRINED IN THE PARIS CLIMATE ACCORD BODY WHEREAS, the Paris Climate Accord, also known as the Paris Agreement, is an international agreement within the United Nations Framework on Climate Change; and WHEREAS, the Paris Climate Accord came out of a pact on December 12, 2015 among representatives of 196 nations, to take action to reduce greenhouse gas emissions and slow the rise in global temperatures; and WHEREAS, by creating a framework for setting climate-related goals and targets for emissions and global temperatures, the Paris Climate Accord intends to foster collaboration and cooperation among countries on climate change issues, which is vital to finding solutions to such issues of global importance; and WHEREAS, President Donald Trump recently stated that the United States is officially withdrawing from the Paris Climate Accord and will not abide by the United States� previous commitments under the Paris Climate Accord; and WHEREAS, after President Trump announced that the United States would withdraw from the Paris Climate Accord, over 211 mayors of cities in the United States signed on to a letter that pledges to �adopt, honor, and uphold the commitments to the goals enshrined in the Paris Agreement,� and to �intensify efforts to meet each of our cities� current climate goals, push for new action to meet the 1.5 degrees Celsius target, and work together to create a 21st century clean energy economy�; and WHEREAS, as reported in the New York Times on June 1, 2017, other local government leaders, together with universities and businesses, wish to submit their own plan to the United Nations, to meet the United States� targets for greenhouse gas emissions; and WHEREAS, Miami-Dade County has adopted aggressive countywide targets for greenhouse gas reductions and strategies for implementation, including, but not limited to, through partnership with the International Council for Local Environmental Initiatives (ICLEI) - Local Governments for Sustainability, the National Association of Counties (NACo) Cool Counties initiative commitments, Miami-Dade County�s GreenPrint sustainability plan and the various energy-related legislation adopted by this Board; and WHEREAS, this Board wishes to express its support for the Paris Climate Accord and symbolically join with other local governments within the United States to adopt, honor, and uphold the commitments to the goals of the Paris Climate Accord, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby expresses its support for the Paris Climate Accord and expresses an intent to symbolically join other local governments within the United States to adopt, honor and uphold the commitments to the goals enshrined in the Paris Climate Accord. |
