TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PREPARE A REPORT TO THE BOARD ON THE COSTS AND TIMEFRAME FOR DEVELOPMENT AND IMPLEMENTATION OF A FREE APPLICATION FOR MOBILE DEVICES FOR USE DURING EMERGENCIES TO PROVIDE CRITICAL INFORMATION TO COUNTY RESIDENTS AND VISITORS BODY WHEREAS, the rapid, accurate, and effective dissemination of information during emergencies is crucial to the life, health, and safety of residents and visitors of Miami-Dade County; and WHEREAS, Miami-Dade County currently provides its residents and visitors with crucial information regarding emergencies through the County�s main website, through other websites administered by County departments, and through texts and other emergency alert notifications; and WHEREAS, County residents and visitors are increasingly relying on mobile devices to obtain information from the internet during emergencies; and WHEREAS, the creation of an application for mobile devices to disseminate emergency information will expand the distribution and clarity of emergency information to County residents and visitors; and WHEREAS, the Board desires that such mobile device application provide, at a minimum, an interactive map that allows users to find their evacuation zone by GPS or address search, available nearby storm shelters with current information on capacity and services offered, Transit evacuation shuttle stops and frequency of pickup, preparedness guidelines for getting ready for an event, post emergency recovery information, and an ability to report emergency related requests to the County; and WHEREAS, such mobile device applications are currently available from other local governments in Florida, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or County Mayor�s designee is directed to prepare and provide a report to this Board, within 90 days of the effective date of this resolution, on a plan to develop and implement a free mobile device application for use during emergencies to provide critical information to County residents and visitors and shall, at a minimum, provide an interactive map that allows users to find their evacuation zone by GPS or address search, available nearby storm shelters with current information on capacity and services offered, Transit evacuation shuttle stops and frequency of pickup, preparedness guidelines for getting ready for an event, post emergency recovery information, and an ability to transmit emergency related requests to the County. The report shall include the costs for such an application, whether funding is available within the existing budget to cover such costs, and a timeframe for the development and implementation of the application. The report shall be placed on an agenda of the Board pursuant to Ordinance No. 14-65. |
