REPORT: Assistant County Attorney Sarah Davis read the following proposed amendments into record as follows: -on hand written page 4, on the third whereas clause project number 279, should be titled the “Redland Farm Life School”. Assistant County Attorney Sarah Davis read the title of the foregoing proposed resolution into the record. Commissioner Levine Cava noted the foregoing proposed resolution was essential to the community; noting she had been working on it for 3 years, along those who have worked on this project for many years prior. She spoke about the facility and the restoration that had been done in the interior of the 100 year old building; however, Commissioner Levine Cava indicated the exterior of the building needed the investment. She mentioned she was working with Deputy Mayor Maurice Kemp for the funding; noting they would utilize the General Obligation Bonds (GOB) funds to move forward with plans. Commissioner Levine Cava invited the Committee to the market and noted the market would be the next big tourist attraction in South Dade. She referenced a non-profit organization “Pioneer Museum” who provided the community with leadership and oversight for the programming; which was featured on America’s Top Chef. Commissioner Levine Cava stated the program would be a premiere destination for Culinary Art. Assistant County Attorney Monica Rizo noted on handwritten page 4 of the item on the 3rd Whereas clause project number 279 was actually titled the “Redland Farm Life School” Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution.

TITLE
RESOLUTION APPROVING ALLOCATION OF $1,606,612.00 FROM PROJECT NO. 223 - ''NOT-FOR-PROFIT COMMUNITY ORGANIZATION CAPITAL FUND'' TO THE SOUTH FLORIDA PIONEER MUSEUM, INC., A FLORIDA NON-PROFIT CORPORATION, AND AUTHORIZING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE STANDARD GENERAL OBLIGATION BOND GRANT AGREEMENT WITH THE GRANTEE [SEE ORIGINAL ITEM UNDER FILE NO. 180773]

BODY
WHEREAS, pursuant to Resolution No. R-917-04 (the �Public Services Outreach Resolution�), the voters of Miami-Dade County approved the issuance of general obligation bonds in a principal amount not to exceed $255,070,000.00 to construct and improve public services outreach facilities; and
WHEREAS, Appendix A to the Public Services Outreach Resolution lists projects eligible for funding from the Building Better Communities General Obligation Bond Program (the �Bond Program�) by project number, municipal project location, Board of County Commissioners (Board) district, project name, project description, street address, and allocation; and
WHEREAS, Project No. 223 - �Not-for-Profit Community Organization Capital Fund�, with a total allocation of $30 million, was approved as a part of the Bond Program; and
WHEREAS, pursuant to Resolution No. R-1206-17, the Board rescinded a grant award of $2,500,000.00 of Project No. 223 funds to the Institute for Child and Family Health, Inc. (�ICFH�) and allocated $893,388.00 of that amount to the Center for Haitian Studies, Inc. (�CHS�), leaving $1,606,612.00 of Project No. 223 funds unallocated by the Board; and
WHEREAS, the Redland Farm Life School is a historically designated building owned by Miami-Dade County and leased to the South Florida Pioneer Museum, Inc., a Florida non-profit corporation, for the intended purpose of developing a community education asset; and
WHEREAS, the South Florida Pioneer Museum, Inc. has developed a business plan to repurpose the Redland Farm Life School into the �Redland Farm Life Culinary Center�; and
WHEREAS, the business plan calls for the development of a commercial kitchen, food processing and packaging space, farm-to-table dining, community outreach, culinary education, and a farmer�s market and event space for the rural community; and
WHEREAS, Miami-Dade County invested $500,000.00 of Project No. 279 � [[�Historic Preservation Fund�]]1 >>�The Redland Farm Life School�<< Bond Program proceeds to successfully preserve the exterior of the Redland Farm Life School but has not yet identified funding to refurbish the interior of the building; and
WHEREAS, the Miami-Dade County owned structure remains unusable for its intended purpose without significant capital improvements including plumbing, electrical, air conditioning, handicapped accessibility and interior finishes; and
WHEREAS, at this time, the South Florida Pioneer Museum, Inc., has requested that it be granted $1,606,612.00 of Project No. 223 Bond Program funds in order to continue to repurpose the Redland Farm Life School into the Redland Farm Life Culinary Center,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated herein by reference and adopted.
Section 2. This Board approves the allocation of Project No. 223 Bond Program funds in an amount of $1,606,612.00 to the South Florida Pioneer Museum, Inc., to be used to repurpose the Redland Farm Life School into the Redland Farm Life Culinary Center. This Board further authorizes the County Mayor or County Mayor�s designee to execute the standard Bond Program grant agreement with South Florida Pioneer Museum, Inc.
