REPORT: Assistant County Attorney Monica Rizo read the title of the foregoing proposed resolution into the record. She advised the proposed amendment would reflect only regional parks and parks with an attendance over 500 persons per day should have the signs illuminated at night. Chairman Souto relinquished the chair to Vice Chairwoman Levine Cava. Chairman Souto explained the foregoing resolution would establish a policy that signage at all County parks be illuminated at night; but since there were insufficient funds for this purpose, this item would be amended to implement illuminated signs at important and regional parks only. Assistant County Attorney Rizo advised the proposed resolution should be amended to change reference to “all County parks” to “regional parks and parks with an attendance of over five hundred (500) persons per day.” Commissioner Diaz requested that smaller, more passive parks that were created for daytime use only be omitted from this resolution. Assistant County Attorney Rizo advised language could be added to exclude parks that opened from sunrise to sundown. Commissioner Diaz requested that the feasibility of using solar energy be reviewed and that the use of solar energy be given preference. Ms. Maria Nardi, Department Director, Miami-Dade County Parks, Recreation and Open Spaces (PROS) Department, stated the department had over 270 parks; and those parks needing lighted signage would be prioritized. She also stated that using solar power was a great idea, but some parks already used solar power. She noted the resolution only required that existing signage be lighted, and PROS always used sustainable practices and reviewed the feasibility of using solar power/electrical options. Commissioner Monestime requested a status report outlining the progress of Father Gerard Jean-Juste Community Center’s construction at Oak Grove Park for the next Parks and Cultural Affairs Committee (PCAC) meeting schedule for May 9, 2018. There being no other objections or comments, the Committee proceeded to vote on the foregoing proposed resolution as amended.

TITLE
RESOLUTION ESTABLISHING COUNTY POLICY THAT SIGNAGE AT ALL REGIONAL COUNTY PARKS AND THOSE COUNTY PARKS WITH AN AVERAGE DAILY ATTENDANCE OF 500 OR MORE BE ILLUMINATED AT NIGHT; DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO ESTIMATE THE CAPITAL AND OPERATING COSTS OF ILLUMINATING SUCH COUNTY PARKS SIGNS AT NIGHT, TO IDENTIFY FUNDING IN THE FISCAL YEAR 2017-18 BUDGET TO UNDERTAKE SAME, AND TO PREPARE A WRITTEN REPORT BACK TO THIS BOARD WITHIN 90 DAYS SETTING FORTH THE COST, FUNDING SOURCE(S) IDENTIFIED, AND DETAILING BEST METHODOLOGY, PLAN AND IMPLEMENTATION SCHEDULE TO ILLUMINATE SIGNAGE AT SUCH COUNTY PARKS

WHEREAS, it would be in the best interest of the County to ensure that signage at >>regional<<1 County parks >>and those parks with an average daily attendance of 500 or more persons (�Identified Parks�)<< are illuminated at night; and
WHEREAS, this Board desires to direct the County Mayor or Mayor�s designee: (a) study and estimate the capital costs of installing lighting at all signs in [[County parks]] >>Identified Parks<< that do not currently have lights and the operating costs to ensure that all such signage is illuminated at night; (b) identify funding in the Fiscal Year 2017-18 budget to undertake said installation and operations; and (c) to prepare a written report to this Board within 90 days of this resolution; and
WHEREAS, the written report should set forth the cost, funding source(s) identified, and the best methodology, plan and implementation schedule for the installation and operation of lights on all signage within [[County parks]] >>Identified Parks<<,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated into this resolution and are approved.
Section 2. This Board hereby establishes County policy that all signs at [[County parks]] >>Identified Parks<< must be illuminated at night.
Section 3. This Board directs the County Mayor or Mayor�s designee to: (a) study and estimate the capital costs of installing lighting at all signs in [[County parks]] >>Identified Parks<< that do not currently have lights and the operating costs to ensure that all such signage is illuminated at night; (b) identify funding in the Fiscal Year 2017-18 budget to undertake said installation and operations; and (c) to prepare a written report to this Board within 90 days of this resolution setting forth the cost, funding source(s) identified, and the best methodology, plan and implementation schedule for the installation and operation of lights on all signage within [[County parks]] >>Identified Parks<<.
