TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO IDENTIFY COUNTY RESOURCES AND COLLABORATE WITH THE CITY OF MIAMI TO IDENTIFY RESOURCES TO MAINTAIN SUPPORT AND FUNDING FOR OPERATION BLUE AND BROWN AND TO PROVIDE A REPORT; AND URGING THE UNITED STATES CONGRESS AND FLORIDA LEGISLATURE TO PROVIDE FUNDING TO SUPPORT OPERATION BLUE AND BROWN AND OTHER MIAMI-DADE COUNTY CRIME REDUCTION INITIATIVES BODY WHEREAS, on April 10, 2018, the Miami-Dade Police Department and City of Miami Police Department entered into a Law Enforcement Mutual Aid Agreement for Voluntary Cooperation and Operational Assistance (�Operation Blue and Brown�); and WHEREAS, Operation Blue and Brown�s goal was to deter criminal activity and stop violence in Miami-Dade County by increasing police presence and patrol services in certain areas of the County from 8:00 a.m. to 2:00 a.m. from April 9, 2018 through May 27, 2018; and WHEREAS, specifically, Operation Blue and Brown extended the jurisdiction of the City of Miami Police Department, which authorized City of Miami Police officers to patrol in the area of Lincoln Fields, NW 17th Avenue west to NW 22nd Avenue and NW 62nd Street north to NW 71st Street; and WHEREAS, additionally, under Operation Blue and Brown, the Miami-Dade Police Department assigned two officers from every Miami-Dade Police District to the district that patrols Lincoln Fields and the City of Miami increased the number of police officers assigned to patrol the area; and WHEREAS, the Florida Highway Patrol also joined Operation Blue and Brown in an effort to further reduce criminal activity; and WHEREAS, although Operation Blue and Brown has shown promise in its goal to reduce criminal activity, at its inception, it was only intended to last for approximately six weeks; and WHEREAS, without additional funding, the County�s and City�s police departments are unable to sustain the high personnel demands needed to continue Operation Blue and Brown; and WHEREAS, this Board desires that Operation Blue and Brown continue beyond May 2018, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Approves the foregoing recitals, which are incorporated herein by reference. Section 2. Directs the County Mayor or County Mayor�s designee to identify County resources and collaborate with the City of Miami to identify resources to maintain support and funding for Operation Blue and Brown. Section 3. Urges the United States Congress and Florida Legislature to provide funding to support Operation Blue and Brown and other Miami-Dade County crime reduction initiatives. Section 4. Directs the County Mayor or County Mayor�s designee to provide a report to this Board pursuant to Ordinance No. 14-65 regarding Section 2 above within 45 days of the effective date of this resolution. Section 5. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Governor, Senate President, House Speaker, Members of the Florida Congressional Delegation, Members of the Miami-Dade County State Legislative Delegation, City of Miami Mayor, Miami City Commission, City of Miami Police Department, and Miami-Dade Police Department. Section 6. Directs the County�s state and federal lobbyists to advocate for the legislative action set forth in Section 3 above, and authorizes and directs the Office of Intergovernmental Affairs to amend the 2018 Federal Legislative Package to include this item, and include this item in the 2019 Federal and State Legislative Packages when they are presented to the Board. |
