WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby approves the award of a contract to State Contracting & Engineering Corporation to provide design-build services for the new Hialeah Gardens Branch Library Project � ISD Project No. DB17-ISD-02 GOB ESP, ISD Contract Z000176, in an amount not to exceed $7,476,475, for a term of 900 calendar days, in substantially the form attached hereto and made a part hereof, and authorizes the County Mayor or the County Mayor�s designee to execute the same for and on behalf of Miami-Dade County and to exercise the provisions thereof, including the termination provisions therein.

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners (Board) approve award of the attached design-build contract prepared by the Internal Services Department. Board approval is required under the County�s Economic Stimulus Plan Ordinance, as the awarded contract amount exceeds the County�s initial base estimate by more than 10 percent. Committee review is not required in accordance with Section 2-8.2.7 of the Code of Miami-Dade County.

Delegation of Authority
The authority of the County Mayor or County Mayor's designee to execute and implement this contract is consistent with those authorities granted under Ordinance No. 08-92 and Resolution No. R-348-17, which added the Hialeah Gardens Branch Library Project to the approved list of economic stimulus projects contained in the County�s Economic Stimulus Plan.

PROJECT DESCRIPTION: The Miami-Dade Public Library System (Library System) needs to establish a non-exclusive contract to provide design build services to design and construct a new public library facility consisting of approximately 13,500 square feet total constructed areas, fully air conditioned, and made of reinforced masonry/concrete block structure or other materials and methods meeting the requirements of Miami-Dade County. Refer to attached Exhibit A, Scope of Services, for additional information.

None. State Contracting & Engineering Corp. has no prior records of work with the County.

In accordance with Resolution No. R-187-12, due diligence was conducted by the Library System and the Internal Services Department to determine responsibility, including verifying corporate status and performance and compliance data. The lists that were reviewed include: convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties. There were no adverse findings relating to State Contracting & Engineering Corporation�s responsibility.
On August 3, 2017, a Request for Design-Build Services was issued under full and open competition. On September 21, 2017, four proposals were received through BidSync in response to this solicitation. Refer to attached Exhibit E - List of Respondents.

The evaluation process included two steps. During Step 1, an Evaluation of Qualifications meeting was held by the Competitive Selection Committee on November 21, 2017 to review and rank the four proposals received on September 21, 2017. The Competitive Selection Committee evaluated and ranked the firms and voted to short-list all four firms. Refer to attached Exhibit F - Step 1 Tabulation Report.

On December 1, 2017, Munilla Construction Management, LLC, withdrew from participation on this solicitation as a result of an internal business decision. On February 2, 2018, Three technical and price proposals were received through BidSync. On February 16, 2018, SBD completed its review for compliance with SBE contract measures as noted above and determined that the three remaining and proposing firms were in compliance. Refer to attached Exhibit G - SBD Compliance Review.

The Step 2 Technical and Price Proposal meeting was held on February 20, 2018. The Competitive Selection Committee recommended that the County Mayor or County Mayor�s designee approve negotiations with State Contracting & Engineering Corp. as the highest ranked and responsive proposer. Refer to attached Exhibit H - Step 2 Tabulation Report.

1) The Lead A/E Consultant must demonstrate experience in designing at least one public library, museum, or cultural affairs-related facility.
2) The A&E Consultant certified in Technical Category 11.00 � General Structural Engineering will be required to have a threshold inspector.
3) The A&E team (Lead A&E and/or sub-consultants) must include a LEED�AP professional in order to achieve optimum results in the application of LEED-related practices.
4) The Construction Manager (CM) must demonstrate verifiable CM/PM qualifications and experience with the successful construction through completion of one public library, museum or cultural affairs-related facility of approximately 15,000 square feet in usable area, located within an urban environment within the past 15 years.
5) The CM/PM must at all times, from the proposal submittal date through the completion of the project, be a full-time employee of the Prime Contractor.
6) If the CM/PM assigned to the construction contract to comply with any of the aforementioned requirements leaves the Prime Contractor�s employment at any point during the term of the construction contract, the Prime Contractor is hereby bound to acquire the services of a qualified replacement CM/PM to the satisfaction of the County.
7) The Team must identify an Information Technologies Engineer needed to integrate technological tools in the project planning and design process. The Project Integrator will also provide oversight and coordination of all activities across vendors and service providers to ensure the success of the project.
8) The Major Sub-consultants/Sub-contractors are required to demonstrate experience contracting with and managing completed projects or projects undergoing construction consistent with the type, size, scope, and complexity of this project.
9) The Prime Contractor must be a LEED�AP, or have a LEED�AP Consultant on staff during the entire construction phase, who can demonstrate experience in the LEED certification process of at least one facility completed or one facility under construction, which is registered with the United States Green Building Council to pursue a minimum of LEED-certified rating.

Background
Consistent with the County�s commitment to providing access to free cultural, educational, and recreational library-based programs to communities throughout the County, the new Hialeah Gardens Branch Library project will further the Library System�s implementation of its Library Capital Expansion Plan and provide additional cultural and educational resources to the Hialeah Gardens community.

The County desires the Hialeah Gardens Branch Library project to establish new benchmarks for innovative library design, architecture, and the use of space and technology. The design vision seeks to largely abandon the preconceived notions of a traditional library, instead focusing on both today�s library user, and, the library user of the future, with flexible use of interior and exterior spaces, sitting areas that provide both comfort and privacy, and incorporation of interactive technology, all while allowing the library to continue to serve its role as a community center that accommodates varied programs, activities, and public meetings to people across a wide demographic. ________________________________________
