The Office of Grants Coordination (OGC) was created on October 1, 2008 when County Manager George Burgess pulled together resources from the Office of Strategic Business Management (Revenue Maximization and Grants Coordination Division and Ryan White Program); Department of Human Services; Office of Community and Economic Development; and Park and Recreation Department, in order to manage and foster revenue maximization efforts in all County agencies and to administer the funding provided to community-based organizations (CBOs).
"By bringing these elements together and managing the function as a consolidated organization, monitoring of the various groups that receive County funding will be more coordinated and a new performance-based evaluation system can be implemented countywide," wrote the Manager in his Budget Message on June 24, 2008 recommending this new department.
The Office of Grants Coordination (OGC) is responsible for the administration, monitoring, and technical assistance for community-based organizations (CBOs); identifying and promoting funding opportunities; and maximizing revenue support to County agencies and organizations. OGC serves as a one-stop shop for administering and monitoring the County's investment in CBO allocations and the federal Ryan White HIV/AIDS Treatment Modernization Act grant, and to leverage the County's limited resources through the effective development of alternative revenue sources.
Administration
The Administration Division, which includes a Director, oversees Departmental operations and monitoring of allocated resources to CBOs and County departments, Implements policy directives from the Board of County Commissioners, Mayor, County Manager, and Advisory Boards, and provides direct support to three Advisory Boards: Miami-Dade HIV/AIDS Partnership, Youth Crime Task Force, and Community-based Organization Advisory Boards.
Ryan White Grant Coordination
Ryan White Grant Coordination Division manages and administers the federal Ryan White HIV/AIDS Treatment Modernization Act of 2006 grant (this legislation, as amended, was created to address the health care and service needs of people living with HIV disease, and their families in the United States).
Contracts and Grants Management
Contracts and Grants Management Division which distributes and monitors CBO allocations and reviews and processes reimbursement requests for CBO contracts for environmental programs, parks, human service activities, and economic development activities, including Mom and Pop funding.
Revenue Maximization
The Revenue Maximization Division proactively researches and promotes grant and revenue generating opportunities for our community to draw down funding to support operations. This unit provides technical assistance, including grant writing to County departments seeking funding, and serves as a countywide resource and knowledge base and provides expertise in assessing any potential changes that in the future may impact our continuity of funding.
Administrative and Financial Management
The Division of Administrative and Financial Management develops and oversees the Department's business plan, strategic initiatives, budget development and expense monitoring, performance improvement efforts, and manages the timely and accurate payment reimbursements for CBOs.
