This American Recovery and Reinvestment Act, National Science Foundation (NSF) program seeks to enhance the Nation's existing research facilities where sponsored and/or unsponsored research activities and research training take place to enable next-generation research infrastructure that integrates shared resources across user communities. Consistent with NSF's mission to strengthen the U.S. science and engineering enterprise, the Academic Research Infrastructure Program will: update existing research facilities at institutions of higher education (including graduate and undergraduate institutions, among which are included community colleges) and other non-profit research organizations (e.g., independent research museums, independent research laboratories, and research consortia) in order to support research that can address the challenges of the 21st century; enable academic departments, disciplinary and cross-disciplinary units, or multi-organization consortia to renovate research facilities through the addition or augmentation of cyberinfrastructure, other than general-purpose computing systems or data storage systems, to create environments that enhance research and integrate research with education; improve access to and increase use of next-generation research facilities for researchers, educators and students; and assist research organizations, including those that have historically received limited Federal research and development funds, to improve their science and engineering research environments. Phase I: Phase I grants resulting from this competition will be made during calendar year 2009 to small businesses, in amounts up to $150,000. Phase I is to evaluate, insofar as possible, the scientific or technical merit and feasibility of ideas that appear to have commercial potential. An important goal of these programs is the commercialization of DOE-supported research or R&D. Following the start of Phase I, awardees whose research or R&D has identifiable potential to meet market needs are encouraged to seek commitments from private sector or Federal non- SBIR/STTR funding sources for both Phases II and III. The commitments should be obtained prior to the Phase II grant application submission. The commitment for Phase III may be made contingent on the DOE-supported research or R&D meeting some specific technical objectives in Phase II, which, if met, would justify funding to pursue further development for commercial purposes in Phase III. This American Recovery and Reinvestment Act and the Employment and Training administration Projects will provide training and placement services in the energy efficiency and renewable energy industries for workers impacted by national energy and environmental policy, individuals in need of updated training related to the energy efficiency and renewable energy industries, and unemployed workers. Proposed projects must be developed and implemented through strategic partnerships. Energy Training Partnership funds are intended to provide training for workers that prepares them to enter the energy efficiency and renewable energy industries, as well as green occupations within other industries. This American Recovery and Reinvestment Act, AmeriCorps VISTA program seeks to create and expand programs that bring low-income individuals and communities out of poverty. Existing VISTA projects already support job creation, the abatement of home foreclosures, credit counseling and financial asset development programs. AmeriCorps VISTA is the national service program designed to fight poverty and build economic opportunity. VISTA engages individuals 18 years and older in a year of fulltime service in our nation's poorest urban and rural areas, working to build the organizational, administrative and financial capacity of programs that help pull and keep Americans out of poverty. VISTA members are assigned to community organizations (e.g. non-profit, faith-based) and public agencies to help the organizations build on locally-driven solutions to both the causes of poverty as well as the problems that arise in poverty-stricken communities. The Health Resources & Services Administration announces this new formula award is to assist State Primary Care Offices (PCO) in the coordination of activities within their state/ U.S. Territory as it relates to the delivery of primary care services and the recruitment and retention of critical health care providers.
