This program from the Office for Victims of Crimes seeks to: 1) to compensate and assist victims of terrorism and mass violence that occur within the United States; and 2) assist victims of terrorism and mass violence that occur outside the U.S. Five types of assistance are available from OVC to respond to terrorism and mass violence: A. Crisis Response Grant (emergency/short-term, up to 9 months) - to help rebuild adaptive capacities, decrease stressors, and reduce symptoms of trauma immediately following a terrorism or mass violence incident; B. Consequence Management Grant (ongoing/longer-term, up to18 months) - helps victims adapt to the trauma event and to restore the victims' sense of equilibrium; C. Criminal Justice Support Grant (ongoing, longer-term, up to 36 months) - helps to facilitate victim participation in an investigation and prosecution related to an act of terrorism or mass violence; and D. Crime Victim Compensation Grant (available at any time) - reimburses victims for out-of-pocket expenses related to an act of terrorism or mass violence. Applicants eligible for funding include: state victim assistance and victim compensation programs; public agencies including federal, state, and local governments; and victim service and nongovernmental organizations. Dollar General, in collaboration with the American Library Association (ALA), the American Association of School Librarians (AASL) and the National Education Association (NEA), is sponsoring a school library disaster relief fund for public school libraries in the states served by Dollar General. Grants will be awarded to public school libraries that have incurred substantial damage or hardship due to a natural disaster (tornado, earthquake, hurricane, flood, avalanche, mudslide), fire or an act recognized by the federal government as terrorism. The goal is to provide funding for books, media, and/or library equipment that support learning in a school library environment. The impact can be through direct loss or through an increase in enrollment due to displaced/evacuee students. The Department of Transportation/Federal Motor Carrier Safety Administration promotes the safe operation of Commercial Motor Vehicles (CMV) through financial assistance to eligible entities who train current and future operators in the safe operation of CMVs. Specifically, the grant opportunity has two goals: expand the number of CDL holders possessing enhanced operator safety training in order to reduce the severity and number of crashes on U.S. roads involving CMVs; and assist economically distressed regions of the U.S. by providing workforce training opportunities for qualified individuals to become CMV operators. The Federal share of grants awarded under this opportunity will not exceed 80 percent of the total project plan expenditures. A twenty percent matching share by the recipient is required. The Flood Mitigation Assistance (FMA) program was created as part of the National Flood Insurance Reform Act of 1994 with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). FEMA provides FMA funds to assist States and communities implement measures that reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the National Flood Insurance Program. Eligible applicants include: States; Tribes; and Territories that, in turn, provide sub-grants to local governments. The Florida Disaster Recovery Fund is proud to partner with the Florida Department of Financial Services to offer low income families an opportunity to strengthen their homes against natural disasters. To be eligible homeowners must have an insured home value of $500,000 or less and have a household income that is 80% or less of the Area Median Income. They must then contact a Local Organization from the listing provided online. Organizations in Miami-Dade County include the Miami Beach Community Development Corporation and Habitat for Humanity of Greater Miami, Inc. After registering with a local organization a no cost home inspection survey will be completed. Contingent on the survey results, the local organization will assist the homeowner with strengthening their home in one or more of the following areas: Improving strength of roof deck attachment; Creating a secondary water barrier to prevent water intrusion; Improving the survivability of roof covering; Bracing gable-ends in roof framing; Reinforcing roof-to-wall connections; Upgrading exterior wall opening protections; Upgrading exterior doors; and Repairing existing structures leading to mitigation improvements. FM Global's Fire Prevention Grant Program provides funding to fire departments and brigades, as well as to national, state, regional, local and community organizations that support a wide array of fire prevention, preparedness and control efforts. During the past 3 decades, FM Global has awarded millions of U.S. dollars in funding to organizations all over the world to help them more effectively prevent fire. Any organization or agency around the world that supports fire prevention can apply for an FM Global Fire Prevention Grant; however, funds must be used for public purposes. The Multidisciplinary University Research Initiative (MURI) program supports basic science and/or engineering research at U.S. institutions of higher education that is of critical importance to national defense. The program is focused on multidisciplinary research efforts that intersect more than one traditional science and engineering discipline to address issues of critical concern to the Department of Defense. The Pipeline &Hazardous Material Safety Administration (PHMSA) solicits a grant opportunity open only to states that have a certification or agreement with PHMSA to do pipeline safety inspections. One-Call grant funding is available to state agencies participating in the pipeline safety program are eligible to apply for one-call grant funding on an annual basis. This separate grant program is not restricted to the 80% funding statute, and supports initiatives by each State agency to further promote efforts specifically for damage prevention, including one-call legislation, related compliance activities, training and public education. The Pre-Disaster Mitigation (PDM) program provides funds to states, territories, Indian tribal governments, communities, and universities for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. Funding these plans and projects reduces overall risks to the population and structures, while also reducing reliance on funding from actual disaster declarations. PDM grants are to be awarded on a competitive basis and without reference to state allocations, quotas, or other formula-based allocation of funds. FEMA's mitigation grants, including PDM, are provided to eligible Applicant States/Tribes/Territories that, in turn, provide sub-grants to local governments. The Severe Repetitive Loss (SRL) Program provides funding to reduce or eliminate the long-term risk of flood damage to severe repetitive loss structures insured under the National Flood Insurance Program (NFIP). Participation in this program is voluntary. However, the SRL program differs from FEMA's other mitigation grant programs in that those property owners who decline offers of mitigation assistance will be subject to increases to their insurance premium rates. FEMA's mitigation grants, including SRL, are provided to eligible Applicant States/Tribes/Territories that, in turn, provide sub-grants to local governments. The National Science Foundation (NSF) and the Department of Defense (DoD) are initiating a university-based social and behavioral science research activity, as part of The Minerva Initiative launched by the Secretary of Defense, that focuses on areas of strategic importance to U.S. national security policy. NSF and DoD intend: to develop the DoD's social and human science intellectual capital in order to enhance its ability to address future challenges; to enhance the DoD's engagement with the social science community; and to deepen the understanding of the social and behavioral dimensions of national security issues. In pursuit of these objectives, NSF and DoD will bring together universities, research institutions, and individual scholars and will support disciplinary, interdisciplinary and collaborative projects addressing areas of strategic importance to national security policy. S.T.E.P.S in the Right Direction, Inc., was recently awarded the Social Services Block Hurricane Program Grant to address the social and health needs of the elderly and their caregivers, affected by the hurricanes of 2005 in Miami-Dade and Monroe Counties. As a Mitigation Lead Agency, S.T.E.P.S. in the Right Direction is responsible for serving eligible elders in these two counties.
