A visionary with a long history of championing affordable housing. He is author of one of the State’s most fruitful dedicated sources of funding for affordable housing initiatives – the Miami-Dade County Surtax Program. The Surtax Program subsidizes both development and consumer financing to make home ownership more affordable for low-income working families. A partner in the prestigious law firm Holland & Knight LLP, Mr. Fine has been a leader in Florida’s affordable housing community for many years, authoring several publications and proposals for affordable housing for low-income families. The most notable of these, “A Proposal to the Florida Legislature,” became the basis for the creation of the Documentary Stamp Program in Miami-Dade County in 1983. The program provides $10 million annually as a dedicated source of revenue for affordable housing from commercial real estate sales in Miami-Dade County. Mr. Fine is a founding board member of Greater Miami Neighborhoods and Homes for South Florida, and is a member of the Board and Executive Committee of the Enterprise Foundation in Columbia, Maryland. He is Chair of the Board of Trustees of Miami-Dade Community College and serves on the board of directors of the Enterprise Senior Ventures and City National Bank of Florida. He is the recipient of several awards, including the Miami Herald “Spirit of Excellence” award in 1989, and co-recipient of the Affordable Housing Foundation "Housing Heroes" award in 2001. |
