Public and Private Partnership
The Chapman Partnership is the not-for-profit 501(c)(3) approved agency that is the private sector partner of the Miami-Dade County Homeless Trust.
Funding for Providers and Organizations
Funding is allocated to public or private non-profit organizations through competitive processes throughout the year.
Continuum of Care Plan
In July 1993, Miami-Dade County’s governing body, the Board of County Commissioners (the BCC), adopted a continuum of care plan entitled the "Miami-Dade County Community Homeless Plan" (the Plan).
Countywide Outreach Process
Access to the Continuum of Care (CoC) System is key to its success. A coordinated outreach process was envisioned, and consequently developed, that would provide an easy and standard procedure for homeless persons to access the system, and to ensure that the services they accessed were appropriate to their individual needs.
Food & Beverage Tax
Public funding was needed and a 1% sales tax on food and beverages sold in the larger restaurants was instituted.
Provider Standards of Care
