Project-Based Voucher (PBV) program applications

 

Miami-Dade Public Housing and Community Development (PHCD) is seeking applications from qualified developers and affordable housing operators to develop housing units for low-income families under the Section 8 Project Based Voucher Program (PBV) in a Target Area (TA) bounded by NW 7th Ave, NW 119th Street, NW 32nd Avenue and NW 36th Street, Miami, Florida.

The primary purpose of this allocation is to expedite the rental of units that are safe, decent and sanitary to low income families on the Section 8 wait list. PHCD prefers projects with units of two or more bedrooms.

Proposals received must be in full compliance with all requirements of Resolution R-1416-08, a copy of which is attached herein, including to location of units within the Expanded HOPE VI TA (as described by the boundaries above), and ensuring that former Scott/Carver residents are provided with right of first refusal to rent any Section 8 project based units within the TA.

Preference will be given to applications containing family units of 2 or more bedrooms. PHCD anticipates selecting proposals from multiple sites within the TA.

There is no minimum number of PBV units for an application to qualify; however, PBV assistance is generally limited to 25% of the total number of units in any given development. PHCD anticipates up to 500 total units awarded to multiple proposals received from this solicitation. Eligible units may exist, proposed rehabilitation or newly constructed within the TA.

Applications are due no later than March 5, 2010 at: 2 p.m.

  • The application should be written in sufficient detail to permit PHCD to conduct a proper evaluation of the applications received.

Review of Applications for Responsiveness

Each application will be reviewed to determine if the application is responsive to the submission requirements outlined. A responsive application is one which follows the requirements which includes all documentation, is submitted in the format outlined is of timely submission, and has the appropriate signatures as required on each document. Failure to comply with the requirements may result in the application deemed non-responsive.

Evaluation Criteria

Applications will be evaluated by a Review Team which will evaluate and rank applications on criteria listed below. The Review Team will be comprised of appropriate County personnel and members of the community, as deemed necessary, with the appropriate experience and/or knowledge, striving to ensure that the Review Team is balanced with regard to both ethnicity and gender. The criteria are itemized with their respective weights for a maximum total of one hundred (100)points per Review Team member.

PHCD will use the following to rank applications for the PBV Program.

Scoring Criteria for Existing Units

Units must be inspected by PHCD (or an outside party if the unit is owned by PHCD) before scoring can occur. If the application is for more than 20 units, a representative sample of each unit size will be inspected before selection. If an existing HQS or equal inspection has been done within the last 12 months that inspection report can be used to satisfy this requirement.

PHCD's Evaluation Panel will review and score each application based on the following criteria. Note that PHCD has established separate criteria for existing and rehabilitated or new construction units, however all units shall be located in the Expanded HOPE VI Target Area (TA) to be compliant with this APPLICATION.
