Low Income Housing Tax Credits awarded to five public housing developments in Miami-Dade County


(MIAMI, June 12, 2012) – Miami-Dade Public Housing and Community Development (PHCD) today announced plans to renovate five public housing developments with state financing awarded through the Florida Housing Finance Corporation (FHFC). The total development costs for these five sites are estimated to be approximately $65 million and will include almost 500 new or rehabilitated public housing units. Four senior/disabled sites, Dante Fascell, Joe Moretti, Stirrup Plaza and South Miami Plaza, will be redeveloped in partnership with Related Urban Development Group, LLC. The Green Turnkey family site will be redeveloped in partnership with Carlisle Development Group, LLC. 

PHCD has identified over $150 million in deferred capital improvements needed to upgrade its 9,200 public housing units located at over 100 developments throughout Miami-Dade County. The U.S. Department of Housing and Urban Development provides approximately $10 million in capital funds per year to PHCD. Given these inadequate federal funding levels for Miami-Dade’s public housing stock that, in some instances, is over 70 years old, PHCD solicited private developers to partner in public housing redevelopment efforts.

“These awards from the FHFC represent the most significant investment in public housing redevelopment since 1999 when the County received $35 million in HOPE VI funding to redevelop the former Scott-Carver development.  This funding provides an incredible opportunity to upgrade our properties and incorporate creative and sustainable design solutions that will immeasurably improve the quality of life for our public housing residents,” said Miami-Dade County Mayor Carlos A. Gimenez.

The Miami-Dade Board of County Commissioners approved a resolution last November authorizing the selection of private entities that submitted competitive applications for plans to redevelop public housing properties. “Over the past several weeks, we have met with our public housing residents in these communities with information about the funding challenges we face and the new approaches we intend to explore to address those challenges,” said Gregg Fortner, Executive Director of PHCD.  “Resident input and consultation are inherent parts of this redevelopment process and these meetings will continue to ensure that our residents are active partners in planning and implementation activities.”

Public Housing and Community Development administers federal subsidies that provide housing services for low-income and moderate-income families and individuals. The department also works with builders, developers, lenders and private housing providers to expand affordable housing opportunities in Miami-Dade County. PHCD is among the top ten largest public housing agencies in the nation and is responsible for housing more than 30,000 residents, manages nearly 10,000 units of County-owned housing, provides for Section 8 subsidized payments for 16,000 families and administers an array of specialized housing opportunities for special populations and the homeless. PHCD also administers federal funding programs including the Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME), the Emergency Shelter Grant (ESG), and the Neighborhood Stabilization grant programs. The department also receives Documentary Stamp Surtax (Surtax) and State Housing Initiatives Partnership (SHIP) funds for affordable housing development.
