Affordable Housing Advisory Board

The BCC re-established the Affordable Housing Advisory Board (AHAB) on September 4, 2007, through Ordinance 07-122, pursuant to Section 17-106 of the Miami-Dade County Code. The AHAB serves as the Affordable Housing Advisory Committee to the Board of County Commissioners (BCC) and meets the requirements in Section 420.9072 of the Florida Statutes and Section 420.9076 of the Florida Statutes.

The AHAB is required under Section 420.9076 of the Florida Statutes to review the County’s established policies and procedures, ordinances, land development regulations, and comprehensive plan, and to submit a report to the BCC with recommendations for specific actions or initiatives that will encourage or facilitate affordable housing development (known as ‘local housing incentive strategies”). Thereafter, the AHAB is required to review such strategies and the implementation of those adopted recommendations on a triennial basis. Additionally, the AHAB has an ongoing role in reviewing local policies, ordinances, regulations, and plan provisions prior to adoption and identifying new incentive strategies.

AHAB Report: The 2018 AHAB Report focuses on existing regular incentives for the development of affordable housing, including, but not limited to, impact fees exemptions, expedited plan and permit review, parking reductions, increased density, and provides recommendations for improvements or enhancements to such incentives, as well as removal of regulatory impediment to affordable housing development and new development incentives such as tax abatement. The specific development incentives for affordable housing are included on the 2018 AHAB Report as noted below under the columns labeled Affordable Housing Strategies and Incentives and Adopted Policies and Status of Implementation:

Note: This report does not necessarily constitute an endorsement of the recommendations contained therein.). The BCC must consider the AHAB’s recommendations and adopt an amendment to the Local Housing Assistance Plan (LHAP) to incorporate the local housing incentive strategy recommendations which will implement within days of receipt of the report.
