    Loan: money borrowed that is usually repaid with interest.

    Miami-Dade Housing Agency (MDHA): The Miami-Dade Housing Agency remains committed to meeting the challenges facing the housing needs of our community and empowering low- and moderate-income residents towards self-sufficiency. Major initiatives undertaken by our agency are focused towards increasing homeownership opportunities and developing partnerships with private industry to increase employment and business opportunities for residents.
    Moderate Rehabilitation Program: Substandard rental housing that has been upgraded by private developers. Project-based rental subsidies are provided on behalf of eligible low-income families includes the amortization of the project's rehabilitation and operating costs.
    Moderate Rehabilitation Single Room Occupancy (SRO): Provides rental assistance payments to owners on behalf of very low-income single, homeless individuals. Building owners are compensated through rents for the cost of rehabilitation as well as maintenance and other costs.

    Mobility Pool: The mobility pool is a list established from the Adker Consent Decree to desegregate public housing, providing African Americans (mobility pool members) in public housing with a choice of housing options and improving the quality of life in public housing and surrounding neighborhoods. Individuals who believe they should be on the mobility pool list should contact MDHA's Mobility Pool Center.

    News Releases: The housing agency regularly publishes news releases to keep the public informed of important news and events. News releases are archived and can be located by year.

    Owner Referral List: A list available to Section 8 tenants who are searching for available housing in Miami-Dade County. This list is updated continuously and online updates will be posted on a weekly basis.

    Planning and Development Section: A section of MDHA that is responsible for administering rehabilitation and modernization projects from the initial design stage though bid, award and completion stages of construction contracts.
    Private Rental Housing Division: A Division of MDHA that is responsible for administrating the Section 8, homeless housing and HOPWA housing programs for the purpose of providing financial assistance through rent subsidies to families leasing units on the private housing market. Current initiative: Private Rental Housing Initiative for Management Efficiency (PRIME).

    Public Housing Operations Division: A division of MDHA that provides all property management and maintenance related services for assisted housing programs owned and operated by the Agency. Directs on site management, including re- certification on a decentralized basis through rental and site field officer. Current initiative: Employee Demonstration of growth and Efficiency (EDGE) Program.

    Request for Applications (RFA): MDHA, together with the Office of Community and Economic Development, annually conducts a consolidated Request for Applications (RFA). Through this process, private nonprofit community based organizations (CBOs), community development corporations (CDCs), private-for-profit developers and public agencies can apply for funds to build low-income housing by using federal, state and local funding. The funding sources are: HOME Investment Partnership (HOME) Documentary Surtax (Surtax), and State Housing Initiative Partnership Program (SHIP).

    Resident and Economic Development Division: A division of MDHA that coordinates delivery of social services, such as the Family Self-Sufficiency Program, to residents of assisted housing, with overall responsibility for the establishment, supports and monitoring of individual tenant councils and the Overall Tenants Advisory Council (OTAC).

    Section 3: The Section 3 program intended to ensure that employment and contracting opportunities generated through applicable MDHA contract awards, to the greatest extent feasible and consistent with Federal, State and local laws and regulations, be directed to low- and very-low income Miami-Dade County residents, particularly recipients of government assistance for housing, and to business concerns that are substantially owned by, or that substantially employ, these individuals.
    Section 8: Section 8 is comprised of a group of housing choice vouchers. These vouchers allow very low-income families to choose and lease or purchase safe, decent, and affordable privately-owned rental housing. Some vouchers include: Family Unification, Vouchers for people with Disabilities, and Welfare-to-work Vouchers.
    Shelter Plus Care: Provides housing to homeless individuals who are mentally disabled, have chronic problems with drugs, alcohol, or have AIDS.
    Single Family Rehabilitation Loan Program: This program is open to homeowners, owner-occupied property in need of rehabilitation with qualifying household incomes. Forgivable loans are provided for eligible homeowners who do not have the financial resources available to repair their property and are not able to borrow the funds from conventional sources, such as banks or mortgage companies. Loan repayment is not required as long as the borrower owns and lives in the property being repaired. Maximum amount for regular loans is $25,000.
    Sponsor-Based Rental Assistance (SRA): provides various types of housing from group homes to independent dwellings units which the sponsor owns or master leases. MDHA's Shelter Plus Care Program provides housing to homeless individuals who are mentally disabled, have chronic problems with drugs, alcohol, or have AIDS.

    Substantial Rehabilitation Program: Severely deteriorated rental housing that has been rehabilitated by private developers, who contract for 20- to 30-year periods for rent subsidy payments to low-income tenants.

    Veterans Assisted Supportive Housing Program: Provides 50 rental vouchers to homeless veterans with severe psychiatric or substance abuse disorders. Program is administered in cooperation with the U.S. Department of Veterans Affairs.

    Window Shutter Loans: Provides up to $3,000 in low-interest deferred loans to install hurricane approved windows and/or storm shutters in accordance with the revised South Florida Building Code to owner-occupied and single family detached structures.
    Waiting List: Individuals and families seeking subsidized housing are required to submit an application during an open registration period. After submitting the application, applicants are placed on a waiting list.
    Welfare to Work Voucher Program: The vouchers target families who have a critical need for housing in order to obtain or retain viable employment. Housing authorities are required to develop their plans in partnership with welfare and workforce development agencies to ensure that the housing assistance is combined with job training, childcare, and other services families need to make the successful transition from welfare to economic independence.
