Public Housing and Community Development Agency Proposed Documents, Plans and Policies
Miami-Dade Public Housing and Community Development (PHCD) hereby advertises its proposed Public Housing Dwelling Lease, Community Policies, Admissions and Occupancy Policy (ACOP) and Section 8 Administrative Plan, which will be available for review during a 30-day comment period from August 1, 2015 through August 30, 2015 at PHCD’s management offices and website www.miamidade.gov/housing. Public Housing Agency (PHA) Plan
Following is the approved 2015-2016 PHA Plan for fiscal year starting October 1, 2015 and ending September 30, 2016.
Admission and Continued Occupancy Policy
The ACOP is a supporting document to Miami-Dade Public Housing and Community Development's Public Housing Agency Plan. The purpose of the ACOP is to establish written policies in accordance with United States Department of Housing and Urban Development (USHUD) regulations and in regards to matters not covered under the USHUD regulations. It contains PHCD's internal policies for the Public Housing Division and Applicant Leasing Center.

Section 8 Administrative Plan
The Section 8 Administrative Plan is a supporting document to Miami-Dade Public Housing and Community Development's PHA Plan. The purpose of the Section 8 Administrative Plan is to establish written policies in accordance with USHUD regulations and in matters not covered under the regulations, but left to local discretion. It contains PHCD's internal policies for the Section 8 Housing Choice Voucher, Section 8 Project-based, Moderate Rehabilitation, Section 8 Homeownership, and other USHUD special allocation programs.
Section 8 Administrative Plan (effective 5-8-2014)

The Department of Public Housing and Community Development (PHCD) provides a Policies and Procedures (PnP) Manual to assist CD Staff and sub-recipients of CDBG, HOME, ESG and other federal funds in the management of funded projects. The manual outlines some of the key tasks that should be conducted when administering Federal funds.
