Shelter Plus Care Program
This program provides housing assistance to homeless individuals or families who have a permanent disability - mental illness, substance abuse and/or HIV+/AIDS. The goal of the program is self-sufficiency. Funding for this program is coordinated through the Miami-Dade County Homeless Trust through the annual SUPER Notice of Funding Availability (SUPER NOFA). Supportive services provided by sponsors include mental health, drug or alcohol abuse treatment, transportation, life skills training, case management, etc.
Program highlights:

Sponsored-based rental assistance (SRA) where the sponsors may be a private, nonprofit organization or a community mental health agency established as a public nonprofit organization and the participants lives in housing (single structures or scattered sites) owned or leased by the sponsor.

Tenant-based rental assistance (TRA) whereby the participants choose their own housing and retain the rental assistance if they move.

Project-based rental assistance (PRA) whereby rental assistance is provided to the owner of an existing structure where they owner agrees to lease the subsidized units to participants, who do not keep the rental assistance if they move.
