    Becoming Self-Sufficient with Section 3

    Section 3
    In 1968, Congress established the Section 3 provision of the Housing and Urban Development Act to ensure that employment and contracting opportunities generated through applicable Miami-Dade County contract awards, to the greatest extent feasible and consistent with Federal, State and local laws and regulations, be directed to low- and very-low income Miami-Dade County residents, particularly recipients of government assistance for housing, and to business concerns that are substantially owned by, or that substantially employ, these individuals.

    Eligibility

    • Residents of public housing and low income persons who receive public assistance, live in the area in which a HUD-assisted project or other federally-assisted housing program is located are eligible for employment under Section 3.
       
    • Businesses that are
       
      • at least 51 percent or more owned by Section 3 residents,
         
      • whose permanent, full-time employees include persons, at least 30% of whom are currently Section 3 residents, or within three years of the date of first employment with the business concern were Section 3 residents,
         
      • or that provides evidence of a commitment to subcontract in excess of 25% of the dollar award of all subcontracts to be awarded to a Section 3 business are eligible for job training, contracts and other economic opportunities.
