Basic Employee Development Classes

Miami-Dade County offers the following classes for non-supervisory employees. The eLearning classes are available online, on-demand, at no cost to the department, and can be accessed at any time.

This workshop focuses on effective communication with co-workers and the public.  Understanding the need to provide excellent customer service and how it permeates throughout the County and spreads out to County residents.  Group exercises and video supplement the course material.

This workshop is a required course for all Miami-Dade County employees. Grammar Clinic - GRMN

This workshop is designed to renew grammar skills.  Clinic content is based on frequently asked questions posed by County employees.  The presentation includes review of grammar mechanics with a practical and fun approach.  Exercises complement the presentation and reinforce the participant’s understanding of that content.

Interviewing Made Easy - IMEN*

This workshop provides practical information on the interview process.  This class provides an insider view on how interviews are conducted, what to expect in an interview, and the post-interview processes that take place.  Students learn the interview process from both the interviewer and interviewee perspectives.  Tips on interviewing techniques, proper business attire, and how to prepare an impressive resume and the interview itself are covered.

Know Your County Government - KYCG*

This workshop is a required course for all Miami-Dade County employees. Topics covered include a history of Miami-Dade County, County form of government, senior staff and elected officials, the county's web portal, departments' background information, importance of customer service, and relevant information that benefits County employees internally and externally as County residents.

Mind Mapping - MMN

Improve your memory, retention, and understanding.  In this a two-and-a-half hour clinic, we'll explore the three most common uses of this visual thought organization technique.  Seminar participants will learn how to better organize thoughts in writing, problem solving, and note taking.  Come learn the benefits of Mind Mapping by trying out this pictorial technique of diagramming and clustering concepts to make learning and retaining information easier and faster.  If you think visually and feel overloaded by information, this might be the right seminar for you.

Resume Clinic - RESN*

This workshop gives participants the tools to revise their resumes.  The clinic is divided into lecture and hands-on revision.  Time is spent on reviewing the purpose of the resume, current formats, vital information, presentation, and submittal.  Participants then have the opportunity to put what they’ve learned into practice.  At the conclusion of the clinic, participants have a head start on specific revisions and the tools to make further resume revisions.

Service Excellence - SE*

This workshop is a required course for all Miami-Dade County employees. This workshop gives participants a good foundation on meeting the County's Vision Statement, "Delivering Excellence Every Day."  Participants will learn that Service Excellence is a major sub-component of Results Oriented Government.
Taking customer service up a notch by providing Service Excellence to internal and external customers is the main focus of this workshop. By the end of this workshop, participants will also have a better understanding of the County's strategic planning model and how they add value to the organization.

Speaking About Results That Matter - SRM

This class is invitation only. If you are interested in this class, go to eNet and sign up through Bluebook. Once you have registered, you will receive an e-mail with more information.

The Speaking About Results That Matter class will focus on customizing the facts contained in the Speakers Bureau Toolkit into an effective oral presentation. Students will have an opportunity to gain skill, confidence and fluency in presentational public speaking, while developing an understanding of public speaking strategies and how these can be applied to variety of speaking assignments.

Stress Management – STMN

This workshop highlights major sources of stress, how to identify the symptoms, and how to create an action plan to cope with it.  A personal checklist is used to self-evaluate your current level of stress and the development of goals to reduce and eventually, eliminate negative stress.  Learning how to anticipate stress, manage it, and avoid burnout is also covered.  A video supplements the course material.

This workshop provides a methodology in managing your time more effectively.  Developing a balanced approach, prioritizing tasks, delegating responsibilities, and being more productive at work and at home are dealt with in this class.

Communications Certificate Program

Working for Miami-Dade County requires that you communicate with a diverse group of people. You must communicate with residents, customers, co-workers, supervisors, department directors, and elected officials. That diversity of communication creates a variety of issues, perspectives, needs, and approaches; you must manage it all and still get your point across.

The Miami-Dade County Communications Certificate Program is a series of four class modules intended to help you become an effective communicator. Effective communicators transmit information in ways that people can understand and use. These modules are designed for County employees to become effective communicators by learning, testing, and reinforcing skills within the most common areas of communication:  spoken, written, and unspoken.

Who should attend?

Any Miami-Dade County employee who wishes to improve his or her communication skills should attend. To enroll complete the application form.

What's the cost?

The cost for the entire series of four class modules is $199.

How do I earn the certificate?

You will earn the Miami-Dade County Communications Certificate by taking the four course modules in order.  Each module builds on the concepts of the one before, so it's important to take the class modules in order

What is the program duration?

The program lasts two days from 8:30 a.m. to 4:30 p.m. each day.

Communication Modules

  • Grammar Essentials (4 hours)
    The foundation of effective spoken and written communication is good grammar. Grammar defines language rules and construction. When we operate with the same rules, we can understand one another.  Grammar Essentials course participants learn the changed rules, the rationale, and have a forum to have their questions answered and test new skills.
  • Writing for Government (4 hours)
    Like business writing, government writing helps you and your coworkers to get things done. Writing for Government course participants learn how to put their polished grammar skills into place by developing an effective writing process, personalizing writing checklists, and learning techniques for developing clear messages.
  • Writing for Results (4 hours)
    Writing for Results builds on Writing for Government as an advanced module designed to help participants upgrade their writing skills for greater clarity and impact. Through a highly interactive, intensive session, participants learn how to overcome tough writing challenges and add more life, color, clarity and power to their writing. Participants learn proofreading skills to help spot misspellings and grammar errors and ensure a polished final document.
  • The Art of Public Speaking (4 hours)
    This module helps the novice as well as the seasoned presenter to focus on effective, persuasive communication skills. Participants learn a proven system that creates positive responses from audiences. That system includes how to prepare, structure, and deliver a presentation as well as the effective use of visual aids and handling question and answer sessions. Participants will learn how to meet audience needs and present their ideas and messages with enthusiasm and poise. This module wraps up with participants delivering a powerful presentation using skills and techniques learned throughout the Miami-Dade County Communications Certificate Program.

Expanded Employee Development Classes

Miami-Dade County offers the following special classes that were once reserved for managers or supervisors and are now available to all County employees: 

Budget Preparation - BUD (8 Hours)

This workshop is presented by the Office of Strategic Business Management and introduces the process of developing a budget.  The program provides a comprehensive understanding to develop a budget under the guidelines of Miami-Dade County standards, policies, and procedures.

Leadership Competency: Performance Management and Results Orientation

Business Writing I - BUS I (8 Hours)

This workshop helps participants understand the foundations of good business writing.  Review of grammar, punctuation, and effective sentence structure helps participants write with clarity and concision.  Participants learn to strengthen their written messages by identifying the audience, tailoring the message, and practicing concise, "fat-free" writing.  Practical exercises reinforce objectives. 

Business Writing Level II may be substituted for this core writing requirement.  If a participant chooses to take both workshops, Business Writing Level II will be converted to an elective.

Business Writing II - BUS II

This workshop builds on the writing mechanics of Business Writing Level I.  Participants learn to use audience identification, concision, and channel selection to write effectively.  Practical exercises include writing memos, e-mails, and letters.  Emphasis is placed on positive, persuasive, motivational, and results-oriented writing.  Note: Business Writing Level II can be substituted for Business Writing Level I as a core course.

This workshop focuses on multicultural diversity awareness and opportunities.  Biases, stereotypes, perceptions, and assumptions are examined and discussed.  Communicating across cultures, managing diversity in the workplace, and common goals are emphasized.  Participants learn through role-play exercises, discussions, and videos.

This workshop places emphasis on effective communication with co-workers and the public.  Participants explore the importance of the supervisor's role in customer service as well as the impact of excellent customer service on the County's image and operations.  Group exercises and role playing in areas of difficult customers and telephone skills contribute to the interactive learning atmosphere.

Dealing With Difficult People - DWDP (4 hours)

This class highlights the most common types of difficult people. A thorough review of the communications process is conducted while identifying the importance of sight, sound and words.  Identifying, understanding, and handling different difficult personalities through effective communication techniques are also addressed.  This class includes interactive role play and group discussions.

Effective Management Skills- EMS (8 Hours)

This workshop introduces supervisors to core supervisory skills that assist them in the management and development of people.  Topics include Leadership; Motivation; Time Management; Delegation; Communication, Conflict Resolution; Problem-Solving/Decision-Making.

An additional key component in this workshop is the focus placed on the County's Results Oriented Government philosophy and strategic planning process. Videos and exercises reinforce course content.

Fair Employment Practices - FEP (8 Hours)

This workshop covers all areas of employment in terms of legal requirements including the Civil Rights Act; Fair Labor Standards Act (FLSA), the Americans with Disability Act (ADA); and the Family Medical Leave Act (FMLA). Topics include Bargaining unit agreements and Grievance handling, Training and Career mobility, Promotions, Sexual harassment and Discrimination. Videos and exercises reinforce course content.

Maintaining Work - Life Balance - MWLB (4 hours)

Are you struggling to get ahead at work and maintain your home, family, and friendships?  Do work and life feel out of balance? 

Find out how shifting your focus can help you to achieve the right work-life balance.  You will learn techniques to reduce your stress, promote better health, create time, and feel more in control.  You will also learn specific techniques like imagery, meditation, exercise, and journaling. 

This 3.5 hour seminar includes self assessment exercises to help you focus and find the right work-life balance for you.

Mediating Workplace Disputes - MWD (3.5 Hours)

This workshop introduces the role of mediation in resolving workplace disputes. The program will incorporate general concepts of conflict and its role within organizations, conflict goals, and different approaches that persons have towards conflict, types of third-party interventions, mediation principles, process, basic tools and skills.

Orientation to Personnel Issues and Procedures - OPP (4 Hours)

This workshop provides participants with an overview of the major functions handled by the Human Resources Department.  Topics include: Recruitment, Testing, Technical assistance, New employee processing, Internal placement, Classification and Pay plan, Payroll, File room procedures, and other key HR responsibilities.

Structured Interview and Selection Techniques - STI (8 Hours)

This workshop introduces supervisors to the best practices of structured interviewing.  Participants learn to develop effective structured interviews that yield the best qualified candidates.  Participants receive practical information on the hiring process including planning interviews, developing questions, devising rating/scoring systems, and screening resumes.  Participants learn a defensible process that complies with Equal Employment Opportunity Commission (EEOC) guidelines.

Supervisory Safety: Accident Prevention and Safety Awareness - SUS (8Hours)

This workshop is presented by General Services Administration's Risk Management.  The course covers basic safety techniques, accident investigation, filing of injury reports and logs, employee and supervisor responsibilities, workers compensation, and disability leave.  This workshop is delivered in two half-day sessions.

The Progressive Discipline System: Practice And Procedures - DIS (8 Hours)

This workshop introduces supervisors to Miami-Dade County's progressive discipline system as a positive, appropriate response to employee misconduct.  Each step of the progressive discipline system is explored in-depth.  Participants learn to use this system with fairness, consistency, and adherence to policy.  Accurate and complete documentation will be covered.  Both progressive discipline and counseling are emphasized as supervisory tools to change employee behavior in a positive manner.  Videos and role-play exercises reinforce counseling techniques.

Understanding the Employee Performance Appraisal System

This workshop introduces supervisors to Miami-Dade County performance appraisal procedures and forms.  The class focuses on the purpose of performance appraisal, how it differs from discipline, supervisor objectivity, and performance appraisal interview techniques.  The importance of documentation and follow-up action is emphasized.  A video on performance monitoring and motivation reinforces the practical application of the performance appraisal techniques.

New Employee Orientation

Miami-Dade County employees are scheduled for New Employee Orientation Training during their New Hire Processing Appointment.

New Employee Orientation Training - NEO

New employees will be scheduled to attend an orientation workshop within the first two weeks of their date of hire to ensure that they begin County employment understanding how their performance impacts the County’s mission.

The County’s Results Oriented Government philosophy is the centerpiece of the orientation workshop. Other key concepts of the workshop include “learning your role in the County’s mission” and embracing the important philosophy of “everything matters.”

The NEO workshop addresses, in part, the County’s Human Capital Development Leadership Competencies. In addition to the above mentioned one-day workshop, all new and existing employees are required to complete the following online workshops. The online courses for new employees are required to be completed within one month of hire.

SecureIT *

This online workshop is a required course for all Miami-Dade County employees.  "SecureIT Training" is a proactive countywide program designed to support digital Security Awareness. It provides access to e-Learning trainings that focus on security awareness and protection of our customer data.  During each of the courses, there will be intermediate quizzes and a test at the end.

  • Identity Theft Management (Red Flags)
    Identity Theft Management (Red Flags) training is now a mandatory requirement for any business or organization that acts as a creditor holding covered accounts.  The purpose of this training is to educate staff on detecting the warning signs or “red flags” of identity theft and the awareness of the County’s Identity Theft Program.  By identifying red flags, County staff will be in a better position to spot an imposter trying to defraud the County by using someone else’s identity to get products and services.
  • Payment Card Industry (PCI)
    Payment Card Industry (PCI) training is now a mandatory requirement for any business or organization that accepts credit cards or processes cardholder information.  This training will ensure that the Payment Card Industry Data Security Standards (PCI-DSS) are explained clearly, emphasizing individual and organizational responsibility toward securing cardholder information.
  • Security Awareness
    Security awareness training includes best practice guidelines that all organizations should follow.  Educating employees not only helps keep the organization protected, it provides knowledge which is beneficial in protecting employees at home as well.  Concepts presented can be easily applied in protecting your own identity and financial information.

Professional Development Certification Program

Benefits of certification

Upon completion of this certificate program, participants are able to implement and use the core management practices of Miami-Dade County.

PDC participants learn to:

  • develop performance standards and utilize measures more effectively,
  • accomplish more through effective management tools, such as motivation, delegation, and conflict resolution,
  • become more effective through building on conflict management skills, problem solving and building team morale,
  • polish leadership skills by learning the current leadership principles in the workplace,
  • build team effectiveness, conduct effective meetings, and apply problem solving strategies for optimal solutions.

Participants also are awarded certificates of achievement. The certificate becomes part of the employee’s permanent personnel record.

Training for Supervisors and Upper Level Managers

The Human Resources’ Employee Development Division is proud to offer an exciting opportunity for supervisors and upper level managers to become certified through the Professional Development Clinics (PDC) program.

Employees who are certified through the Supervisory Certification Program qualify to participate in the PDC clinics. Space is limited and is filled on a first-come, first-serve basis. Please see the course schedule Adobe Reader for more details.

Before attending any clinic, employees must:

  • submit a completed application
  • receive department approval and
  • confirm enrollment with HR.

Employees may take individual courses or earn a PDC certificate by attending five of the 13 PDC clinics. Each clinic can last from two and a half to seven hours. When registering for the clinics, HR staff will confirm the clinic times. Most clinics begin at 9:30 a.m. or at 2 p.m.

Departments requiring onsite clinics or special accommodations should call HR at 305-375-3713. Employees with special accommodation requests can call 305-375-5654.

Safety Awareness Training Program

Our Safety Awareness Program is an effective accident prevention program that promotes the proper training of Miami-Dade County employees.  Through these trainings, we seek to create a safe, healthy work environment throughout Miami-Dade County departments and work sites.  Employees can select any class with their supervisor’s approval and department’s payment of a $10 training fee.   Enroll now

Our program adheres to standards set by federal and state laws and county policies.  Some training also meets the standards of respected safety organizations such as the Occupational Safety and Health Administration (OSHA) and the National Safety Council.  Participants receive certificates issued by Miami-Dade County and applicable safety organizations.

Bloodborne Pathogen Awareness Training (BPAT) 3 hours

This training is intended to provide general awareness concerning the OSHA Bloodborne Pathogen standard.  This training is also intended to dispel fears and make employees aware about the facts of bloodborne pathogens and body fluid exposures, including common modes of transmission and methods of preventing exposure.

Cardiopulmonary Resuscitation (CPR) 4 hours

This course is open to all County employees who want to learn this lifesaving technique.  Participants who satisfactorily complete this course will receive a CPR certificate issued by the National Safety Council. 

Computer Ergonomic Training (CET) 3 hours

This training helps employees identify potential ergonomic related injuries, recognize ergonomic risk factors, and reduce risks by using good ergonomic work practices and procedures.

Driver Improvement (DIT4) 4 hours

This training is recommended for any employee who drives a County vehicle.  This training is mandatory for any employee who had a preventable accident while driving a County vehicle. 

Driver Improvement Training (DIT8) 8 hours

This training is recommended for any employee who drives a County vehicle.  This eight-hour training is mandatory for employees who have more than one preventable driving accident in a 12-month period. 

First Aid Training (FAT) 4 hours 

This training helps employees to recognize and respond to emergencies including injuries, poisonings, and allergic reactions. Participants who satisfactorily complete this course will receive a standard First Aid certificate from the National Safety Council.

Forklift Verification Training (FVT) 8 hours in 2 sessions

This training is comprised of four hours of classroom instruction and four hours practice driving.  This training addresses maintenance, driver’s daily checklist, and a driving test maneuvering through obstacle courses.  As required by OSHA, forklift training is mandatory for all employees who operate a forklift. 

Lifting Safety (LST) 3 hours

This course identifies lifting hazards and shows correct methods of lifting to avoid injury. This training is recommended for any employee whose job involves lifting as a routine practice. 

Lockout/Tagout Training (LIT) 1 hour

This safety awareness training summarizes the key components of the OSHA Lockout/Tagout standard for employees performing, servicing and/or maintenance on machines or equipment and who are exposed to the unexpected energizing, startup, or release of hazardous energy. This training is 1 hour in length.

Occupational Infectious Disease Awareness (OIDA) 2 hours

This training helps employees understand and address concerns of infectious diseases in the occupational setting, preventing infections on the job, and what to do if they are exposed.

Phone Use While Driving (PUWD) 1 hour

The use of a phone while driving is a growing problem in the United States and a violation for County employees.  This training discusses County policy and explores accidents that can occur while making phone calls or texting while driving. 

Hazard Communication/Right-to-Know Training (RTKT) 2 hours

This training helps employees understand the importance of properly recognizing and safely working with hazardous materials.  This training reviews the “Employee Right-to-Know” Hazard Communication standard, Safety Data Sheets (SDS), Written Hazard Communication Program, Labels & Other Forms of Warning, Employee Information & Training, and Hazard Classification.

Respirator Protection Awareness and Hazard Communication/Right-To-Know Training (RPHC) 4 hours

This training provides an overview of the types of hazards that may require respiratory protection.  We will teach how to identify the different types of respirators, the proper selection, use, and limitations of respirators.  This class will also include the Hazard Communication/Right-To-Know awareness training on how to recognize and safely work with hazardous materials.

Supervisory Leadership Development Program

The Supervisory Leadership Development program was developed by Florida International University in collaboration with Miami-Dade County. The program is a two-day certificate program for supervisory/professional level employees that offers tools and strategies to meet the unique challenges Miami-Dade County leaders face in the workplace.

The Supervisory Leadership Development program includes interactive activities and discussions on topics affecting Miami-Dade County. All 16 leadership competencies will be covered at varying degrees providing maximum benefit to participants.

The program is by invitation only and runs from 8:30 a.m. to 4:30 p.m. The Internal Services Department will contact eligible employees to be scheduled for this training program. 

Upon completion of this certificate program, participants will:

  • Understand how each employee contributes to delivering excellence every day
  • Know how high-performing teams achieve common goals and drive results
