    About Intergovernmental Affairs

    Mission Statement

    To ensure that the County's legislative agendas at the local, state and federal levels are properly prepared, effectively communicated to the appointed leadership and adopted in a manner that benefits our community's needs.

    Who We Are

    Joe Rasco leads the legislative team at the Office of Intergovernmental Affairs, which includes specialists at all levels of government. Intergovernmental Affairs reports directly to the  Board of County Commissioners. View our Table of Organization adobe reader

    What We Do

    At the Miami-Dade County Office of Intergovernmental Affairs, our goals and functions are to:

    • coordinate the County’s intergovernmental relations at the federal, state and local levels;
       
    • prepare annual federal and state legislative packages;
       
    • manage the County’s federal and state governmental representation and consulting contracts and report issues relating to conflicts of interest as they pertain to contract lobbyists;
       
    • report to the  Board of County Commissioners  (BCC) on a timely basis on all critical intergovernmental issues;
       
    • coordinate meetings and facilitate relationships between the BCC and the Miami-Dade County state and federal legislative delegations no less than once each quarter;
       
    • advise the  BCCMayorCounty Manager  and County departments of the filing, progress and amendments of bills, appropriations and legislative reports and projects that may affect the County;
       
    • raise, discuss and recommend any legislative action that may benefit the County given the current legislative trends and dynamics, including actions related to substantive legislation and appropriations.
