Professional Architectural and Engineering Services
The Internal Services Department (ISD) is responsible for the procurement of Architectural and Engineering (A&E) services including Design-Build and Construction Manager at Risk services. In addition, ISD is responsible for the management and rotational distribution of A&E service orders through the Equitable Distribution Program (EDP).
Architectural and Engineering Services (A&E) Unit
The A&E Unit is responsible for the procurement of architectural, engineering, landscape architecture, surveying and mapping services, including design-build and construction manager at risk services for Miami-Dade County in accordance with the guidelines established by Administrative Order 3-39, Standard Process for Construction of Capital Improvements, Acquisition of Professional Services, Construction Contracting, Change Orders and Reporting.

Letter of Qualifications, Reference for Previous Similar Type Projects, Experience & Qualification Compliance Verification Chart, Local Business Preference Affidavit, Lobbyist Registration for Oral Presentation Affidavit, Design-Build Services.

Affirmative Action Plan (AAP)
In accordance with Miami-Dade County Code, Section 2-8.1.5, all vendors (including construction services) with annual gross revenues in excess of $5,000,000 contracting with Miami-Dade County must have an approved AAP prior to contract award. Architectural and engineering firms must have an approved AAP regardless of the their annual gross revenues prior to responding to any solicitations requiring professional architecture, engineering, land surveying and landscape architecture professional services.
Pursuant to Miami-Dade County Administrative Order 3-39, all firms that provide architectural, engineering, landscape architecture, and/or land surveying and mapping professional services are required to obtain Pre-Qualification Certification prior to responding to any solicitations requiring any of the above noted professional services.
Pursuant to Miami-Dade County Administrative Order 3-39, all firms that provide architectural, engineering, landscape architecture, and/or land surveying and mapping professional services are required to obtain Technical Certification approval prior to responding to any solicitations requiring any of the above noted professional services.

Equitable Distribution Program (EDP) Unit
The Equitable Distribution Program establishes a pool of architects, landscape architects and engineers available to County departments for professional services on miscellaneous type capital projects. The selection process is based on a centralized electronic rotation, which facilitates the equitable distribution of services.
