People who came to downtown Miami for the Free Trade Area of the Americas (FTAA) Ministerial November 18-21, 2004 experienced an unprecedented police presence. In the year that followed the conference, the Independent Review Panel conducted multiple public hearings and fact-finding meetings regarding the actions of the Miami-Dade Police Department and the Miami Dade Corrections and Rehabilitation Department. The focus was on five areas: Police Training, Organization and Deployment, Use of Force, Prisoner Processing and Labor Community Concerns.
