The Independent Review Panel (IRP) handles two types of complaints:
- Serious Complaints made by citizens against Miami-Dade County government employees and departments. Serious complaints are allegations that pertain to substantial and specific damage to public health, safety or welfare, or allegations of gross mismanagement, misconduct or wrongdoing, gross neglect of duty.
- Whistle-Blower Retaliation Complaints made by persons who previously reported knowledge of unlawful activity, misfeasance (the performance of a lawful action in an illegal or improper manner) or malfeasance (wrongdoing or misconduct especially by a public official) by the County or independent contractors and subsequently experienced retaliation. You must inform the County Manager or the Independent Review Panel, in writing, that you have been the subject of retaliation within 60 days of it happening.
