Since 2004, in keeping with the County Manager's direction to make technology investments based on sound business cases, Miami-Dade County technology projects requiring capital funding, go through an IT Governance process. The process spans approximately ten weeks and involves most county departments as either requestors, Committee Members or Technical Peers.
Currently all technology-related requests requiring capital funds, must be part of the IT Governance Process. Additionally, departments are encouraged to use the IT Governance process to document all of their IT initiatives, including those that are not requesting capital funds.
The IT Governance Process uses a standard business case template to document the business need of a department and a common business case evaluation and scoring process. This year, requestors were asked to make brief presentations to the IT Governance Funding Committee for the purpose of explaining their needs and allowing for brief but valuable discussion. Funding Committee members then evaluated the business cases and determined a final ranking showing the order in which business cases should be funded. A collaborative site is used to document the business case, complete the ranking and as a means of overall communications.
