Opening in October 1997, the JAC, working in concert with other agencies, developed a multi-tiered system to positively identify arrested juveniles by utilizing multiple databases and live-scan fingerprint technology (Miami-Dade Police Department and the Florida Department of Law Enforcement). Through the use of Miami-Dade's Criminal Justice Information System (CJIS), the JSD has received reports on previously unattainable statistics including: type of crime, gender, age, arresting agency, date of booking, re-offense status, and more.
In addition, the Mugshot Information System has emerged as a vital investigative tool as it allows officers to match descriptive information about a juvenile suspect with photos of all juveniles possessing those characteristics. This information can then be used to produce "line-ups" for victims and/or witnesses. Another significance benefit of the mugshot system is that it assists the JSD in collecting data on ethnic background, a crucial component for consideration in the development of effective interventions.
The JSD has collected data on over 145,000 juvenile arrests in a manner that allows the community to view the population by age, offense, zip code, and frequency of arrest. Most importantly, Miami-Dade County records ethnic backgrounds with juvenile arrest data in order to allow the community to incorporate cultural sensitivity and strengths into interventions. This powerful information allows funding agencies to strategically allocate resources for juvenile justice programs based on the specific needs of the population.
