Ryan White Program
Development and maintenance of the Miami-Dade County Ryan White Program website has been paid for in whole with federal funds received under Part A of the Ryan White HIV/AIDS Treatment Extension Act of 2009 from the U.S. Health Resources and Services Administration.
The Ryan White Program was established in Miami-Dade County in 1991 to address the need for HIV/AIDS-related services among the economically disadvantaged and underserved residents of our community. The program is currently funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), under Part A of the Ryan White HIV/AIDS Treatment Extension Act of 2009.
The Administrative Office of the Ryan White Program is located within the Office of Management and Budget, Grants Coordination Division, and is responsible for distributing these grant funds to HIV/AIDS service organizations, community-based clinics, hospitals, and public institutions located throughout the County. Ryan White Program services include:
- Outpatient medical care
- Prescription drugs
- Oral health care
- Substance abuse treatment
- Mental health counseling
- Medical case management
- Prescription drug co-payments
- Medical insurance deductibles
- Support to AIDS Insurance Continuation Program (AICP)
- Legal assistance
- Food assistance
- Transportation services
More than 9,600 persons living with HIV or AIDS are served through the County's Ryan White Program on an annual basis. The Ryan White Program must always be the payer of last resort.
Miami-Dade County receives additional funding under the Ryan White HIV/AIDS Treatment Extension Act to reduce disparities and improve health outcomes for eligible HIV+ persons from racial/ethnic minorities. This funding is known as the Ryan White Minority AIDS Initiative (MAI) Program.

Medical Case Management Standards
The Medical Case Management Standards of Service are applicable to all Ryan White Program funded medical case management service providers.
Oral Health Care Services
The Ryan White oral health care program offers a wide range of dental services to eligible persons who are living with HIV disease.
Health and support services funded under the Ryan White Program are measured throughout the year to determine their effect on the health status and well-being of persons living with HIV disease.
Prescription Drug Services
A wide variety of HIV and non-HIV medications are available to eligible HIV+ individuals through Ryan White Program prescription drug services.
Service Provider Contact
Ryan White Program-funded service providers are located throughout Miami-Dade County. These agencies offer a myriad of health and support services to eligible individuals who are living with HIV disease. Referrals are accepted from other providers in the community.
Standards of Care
The Ryan White Program System-wide Standards of Care are an essential component of the Ryan White Quality Management Program.
Ryan White Part A and Minority AIDS Initiative (MAI) funds are awarded to Miami-Dade County on an annual basis by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). The grant/budget period runs from March 1st through February 28th each year.
Food assistance includes food bank. Providers must offer nutritional counseling to all food service clients through qualified staff supervised by a licensed dietitian or nutritionist.
Cost Based Reimbursement
Cost based reimbursement procedures and requirements must be followed in order to obtain reimbursement for services rendered under the Ryan White Part A Program.
Service Delivery Guidelines
Eligible low income HIV+ persons residing in Miami-Dade County have access to health and support services provided by the Ryan White Program. Complete descriptions of the available services are available at this link.
Monitoring & Evaluation
The Ryan White Program Performance Improvement Plan provides a systematic approach to quality assessment and performance improvement. Monitoring activities include on-site visits to contracted service providers.
