Miami-Dade County Mayor Carlos A. Gimenez appoints Human Resources Director

Arleene Cuellar confirmed at October 22 Commission Meeting

(MIAMI, October 22, 2013) – At today’s Miami-Dade Board of County Commissioners Meeting, the Commission confirmed Mayor Carlos A. Gimenez’s appointment of Arleene Cuellar as Director of the Miami-Dade County Human Resources Department. Cuellar will administer the personnel and civil service programs and the rules governing them per the Home Rule Charter, Section 5.05B. 

“Ms. Cuellar is a dedicated public servant who personifies the talent and excellence of our County staff,” said Mayor Gimenez. “Her extensive knowledge and significant experience within the Human Resources Department as well as in labor negotiations and systems implementations will prove to be invaluable in her new position as Department Director.”     

Arleene Cuellar
Arleene Cuellar has more than 25 years of human resources experience. Most recently, she was the Assistant Director of the Internal Services Department responsible for the day-to-day administration of human resources, risk management and administrative business areas, all of which have countywide impact to departments and more than 25,000 employees.

Previously, Cuellar participated in various roles in direct support of labor negotiations with all 10 labor unions and provided crucial support to the Compensation and Benefits Review Committee established by the Board of County Commissioners in December 2009.

As Director of the Payroll and Information Management Division, Cuellar successfully implemented unprecedented and complex business rule changes that were a direct result of the concessions garnered during the 2008-2011 and 2011-2014 collective bargaining negotiations.

Cuellar is a graduate of Nova Southeastern University with a B.S. in Science and has completed graduate level coursework. She also has her certification as a Professional in Human Resources.
