The Administrative Services section of the department supports field personnel in the accomplishment of MDFR objectives with management by the Assistant Director for Administration over the following areas:
- Finance
The Finance Bureau is responsible for processing accounts payable and receivable, department travel and petty cash; researching fiscal inquiries; and monitoring and preparing grant and capital expenditure reports.
- Procurement
The Procurement Bureau is responsible for purchasing goods and services for MDFR in accordance with various statutes, county ordinances and administrative orders to ensure the integrity of the purchasing process.
- Central Records
The Central Records Bureau processes and maintains reports of all emergency calls, responds to public inquiries, ensures compliance of records management activities in accordance with HIPAA regulations, and oversees records storage.
- Management Information and Technology
The Management Information and Technology (MIT) Division improves the efficiency and effectiveness of the department through the application of sound business processes. It enables the expansion of our interoperability through shared applications and data systems across bureaus and divisions. The MIT Division also provides automated business solutions training to all MDFR employees.
- Human Resources Division
The Human Resources Division is responsible for activities related to personnel/payroll, requests for reclassification, employee benefits, earned leave pool, tuition reimbursement, performance evaluations, civilian and sworn recruitment, processing public records requests, labor management/collective bargaining issues, processing employee grievances, monitoring labor contracts, Employee Suggestion Program, coordinating temporary services, and the background investigations on employees.
- WellnessCenter
The Wellness Center is a partnership between MDFR and the IAFF Local 1403 Firefighters Union, and is responsible for providing comprehensive medical and rehabilitative services to department personnel through state-of-the-art health education techniques, prevention-oriented health care, the delivery of job-specific rehabilitative services and an aggressive wellness initiative.
- Employment and Career Development
The Employment and Career Development Division is responsible for the improvement and refinement of all present and future employees of MDFR. It is comprised of three bureaus including Recruitment, Hiring and Background Investigations, and the Miami-Dade County Academy of Fire Rescue (MDCAFR). This Division is tasked with addressing the issues associated with a qualified and quantified representation of our culturally diverse community.
The Recruitment Bureau is dedicated to this endeavor with an emphasis on the promotion of careers in the fire service, including the development of strategies for attracting qualified minority candidates.
The principal goal of the Hiring and Backgrounds Investigation Bureau is to conduct a comprehensive background investigation for the purpose of hiring the most qualified applicant(s) for any given position. The MDCAFR provides a cadet program that allows high school students to obtain professional certifications and possible college credits that will open the door to careers and higher educational opportunities.
