In March 2008, the police planning function was merged with the municipal administration function and the Municipal Services Bureau became the Strategic Planning and Municipal Administration Bureau (SPMAB). The mission of the SPMAB is to conduct research and analysis on issues affecting the current and future operations of the Miami-Dade Police Department. The SPMAB will continue to provide administrative support for Departmental personnel and resources under contract to the municipalities. The SPMAB will also coordinate with Developmental Impact Committee regarding large scale developments within Miami-Dade County.
The following are just some of the responsibilities of the SPMAB:

STRATEGIC PLANNING

CALEA and CFA Accreditation

Conducting confidential research and analysis of concern to the Director
-
Conducting field evaluations of potential or perceived problem areas
-
Assisting divisional personnel with workload studies and interpreting statistical data
-
Processing requests for Departmental directives
-
Amending and maintaining the Departmental Manual
-
Examining newly submitted and existing forms to determine the need for revision, inclusion or elimination from the Departmental Manual
-
Preparing and maintaining Departmental maps, charts and graphs
-
Researching and analyzing short-term and long-term matters which affect Departmental operations
-
Responding to selected inquiries from other agencies regarding Departmental procedures, policy, and operations

Coordinating, monitoring and assessing citizen surveys

Maintaining the Employee Suggestion Program

Preparing and maintaining mutual aid agreements and joint declarations
MUNICIPAL ADMINISTRATION
- Develop and implement policies relevant to incorporation and annexation
- Coordinate requests for statistical information with the Police Legal Bureau and the Office of Strategic Business Management regarding the impact of incorporations and annexation on public safety issues
- Develop and negotiate contracts for police services for new municipalities, as well as coordinate on-going negotiations with municipalities with upcoming renewels
- Liason with municipalities regarding transition for police services

DEVELOPMENTAL IMPACT COMMITTEE LIASON

Reviews proposed large-scale developments within Miami-Dade County for the impact they will have on Department resources and maintenance of acceptable levels of police service

Provides research and statistical data regarding the current staffing and workload for the affected area

Prepares impact reports for the Departmental Director
