The Special Victims Bureau (SVB) is an investigative Bureau within the Criminal Investigations Division (CID).  It is staffed 24 hours, 7 days a week, to provide an immediate response to allegations of sexual and domestic crimes and to initiate an expeditious follow-up criminal investigation. In addition, SVB serves as a liaison to community agencies and the criminal justice system by offering assistance and guidance to victims in accordance with the guidelines provided by the State of Florida Attorney General’s Office for the fair treatment of victims. The SVB consists of the following two sections:

The Sexual Crimes Section (SCS) provides centralized sexual crimes investigative services including sexual battery on persons, and lewd and lascivious assaults, in accordance with Florida State Statutes (FSS) 794 and 800.  The SCS is composed of the following units:

 

  • The Sexual Assault Investigations Unit (SAI) investigates all sexual batteries, attempted sexual batteries, and lewd and lascivious offenses involving juvenile victims.  
  • The Sexual Predator and Offender Unit (SPO) is responsible for the registration and re-registration, monitoring, and tracking of sexual predators and offenders while enforcing federal, State, and local mandates.
  • The Internet Crimes Against Children Unit (ICAC) investigates internet child pornography, computer child pornography, transmission of pornography by electronic devices or equipment, soliciting a child for a sex crime, and exposing minors to harmful motion pictures.
  • The Cold Case Unit (CC) reviews cold case files (criminal investigations in which all viable leads have been exhausted) and supportive investigative documents to determine if there is evidence with viable DNA that can be submitted for analysis.  The Unit also investigates those cases where a suspect has been identified via DNA analysis.
  • The Department of Children and Families Unit (DCF) conducts criminal investigations, including sexual battery and lewd and lascivious reports, in which both the victim and the subject are 11 years of age or younger.
  • The Sexual Crimes Clearinghouse (SCCH) collects intelligence and crime information from participating law enforcement agencies and enters it into a common database to aid detectives in their investigations.  SCCH also provides analytical and statistical reports used for the tracking of sex offenses.

The Domestic Crimes Section (DCS) investigates all departmental activities related to family crimes.  The DCS is divided into four units: 

 

  • The Domestic Violence Unit (DVU) conducts investigations for all types of domestic violence incidents, including stalking issues.
  • The Missing Persons Unit (MPU) investigates cases involving missing persons, abductions, and runaways.
  • The Child Exploitation Unit (CEU) is responsible for investigating all criminal cases of physical abuse and neglect of children.
  • The Elderly Exploitation Unit (EEU) investigates elder abuse and financial exploitation of the elderly.
