Studied from October 2003 to November 2004 by Kimley-Horn & Associates. This updates the CMS/MMP. It also establishes a Study Advisory Committee and web-based nationwide research regarding activities conducted in other cities to alleviate traffic congestion. Based on these findings, Kimley-Horn developed criteria to determine the congested corridors within the county, and identified strategies to improve mobility there. This study was developed to support the Resourceful Use of Streets and Highways (RUSH) Program recommended in the Miami-Dade Congestion Management System (CMS).
