2005

• Land Use and Building Permitting Process Review
  MPPA completed a comprehensive review of the land use and building
  permitting process in Miami-Dade County. 
  
  
• Metrorail Rehabilitation Contract Review     
  MPPA performed an expedited review of a proposed supplemental agreement to the Professional Services Agreement for Metrorail Rehabilitation Engineering Services. 
    
• Preventive Maintenance Interdepartmental Agreement  
  MPPA assisted the General Services Administration's Facilities and Utilities Management Division in drafting an Interdepartmental Agreement to provide preventive  maintenance services to seven Department of Human Services facilities. 
    
• Close-out of Miami-Dade Fire Rescue Heavy Fleet Maintenance MOU  
  At the beginning of 2002, MDFR was granted maintenance responsibility for its heavy emergency fleet on a pilot basis.  PI evaluated MDFR's performance under the MOU and provided comments on MDFR's proposal to assume responsibility for maintenance of its light fleet. 
    
• FY03-04 Gainsharing Close-out Memo  
  MPPA performed a close-out for all gainsharing agreements involving Corrections and Rehabilitation's Food Services Division, Park & Recreation's Marinas Operations, Finance's Credit & Collections Division, and Water and Sewer departmentwide agreement.

2004

• General Services Administration: Comprehensive Review Update
  (presentation to the Efficiency and Competition).
  Provides overview of progress to date on GSA comprehensive review, including findings associated with organizational structure, funding model, and rent analysis. 
    
• Finance Department Credit and Collections Gainsharing Agreement  
  Memorandum of Understanding outlining terms for distribution of gainsharing bonuses contingent on achievement of financial and performance goals. 
    
• Analysis of Potential Merger of the Miami-Dade Police Department and the Department of Corrections and Rehabilitation
  Discusses relative merits and drawbacks of potential MDPD/MDCR merger from operational effectiveness, human resources and financial perspectives. Summarizes findings from survey of subject-matter experts, law enforcement personnel from peer jurisdictions and interviews with Miami-Dade County personnel. 
    
• Review of the Animal Services Unit / Miami-Dade Police Department
  Provides recommendations related to organizational placement, structure, management, funding, facilities, service priorities, and community relations based on investigation of national trends and best practices

2003

• Transit Summer Study
  Provides recommendations to the County Manager regarding the selection of an appropriate business model, program management model and pro forma for implementation of the People’s Transportation Plan 
     
• Operations Review of the Medical Examiner’s Office
  Reviews business operations and provides recommendations for streamlining processes and improving business management and control. 
    
• Procurement Consolidation Review
  (presentation to the Procurement Subcommittee of the Board of County Commissioners)
  Summarizes past procurement reform efforts; discusses business and public policy issues surrounding the potential centralization of procurement activities at Miami-Dade Aviation, Miami-Dade Transit and the Public Works Department. 
  

2002

• 2002 General Election Focus Group Results
  Summarizes comments and recommendations of County Employees who served as pollworkers in the November 5, 2002 General Election; Focus Groups were facilitated by PI staff.  
   
• Public Works Department Construction Contract Payment Process Review
  Reviews the Department’s construction payment process and provides recommendations for reducing processing time. 
    
• Impact of the Miami-Dade Transit Member Assistance Program of Bus Operator Absenteeism
  Analyzes the effectiveness of the Member Assistance Program in reducing bus operator absenteeism; provides recommendations for improving program objectives, structure and reporting.  
    
• Successful Practices in ADA Paratransit Services
  (presentation to the Efficiency and Competition Commission)
  Identifies nationally successful practices in ADA Para Transit services; provides recommendations for rider service improvements. 
  

2001

• General Services Administration Work Order Process Review  
  Reviews work flow processes and work management application programs of the work order process at the GSA’s Construction Management and Rehabilitation Services Division. 
   
• Feasibility of Four-Day, Ten Hours Per Day (4 x 10) Workweeks at the Building Department
  Examines business, staffing and operational issues surrounding a potential change in work schedules, in response to suggestions from the Building Efficient Services Together (BEST) program. 
   
• Analysis of County Tree Watering and Fertilization Costs
  Reviews program costs and provided recommendations for optimal staffing and service levels and business practices. 
   
• Analysis of Team Metro and Solid Waste Management Lot Clearing Costs
  Compares the two departments’ costs for clearing County owned vacant lots. 

2000

• Metrorail / Metromover Landscape Maintenance Services Cost Comparison  
  Compares landscaping cost of the Parks and Recreation Department versus private providers.
