MCC 7040 Plan

Starting on April 16, 2010, all the Miscellaneous Construction Contracts (MCC) awards will be issued under the new MCC Program 7040 Plan that will be replacing the old CICC 7040-0/07 contract.

The MCC 7040 Plan is set-aside solely for Community Small Business Enterprise (CSBE) firms certified by the Miami-Dade County Department of Small Business Development (SBD). All contractors with a local Miami-Dade County office that meet the CSBE eligibility requirements may participate. This plan utilizes a blind rotation processPDF that factors the required building trade, value of the solicitation, number of times vendors have been invited to bid and prior work assigned. All firms must be CSBE certified and register under the MCC 7040 Plan in order to be invited to bid on a solicitation. Registered firms are contacted when it is time to bid. All insurance certificates must be kept current and submitted to General Service Administration (GSA), Risk Management Division at 111. N.W. 1st Street, Suite 2340, Miami, Fl 33128 or faxed to (305) 375-1477.

Completing and submitting MCC 7040/7360 Plan Registration Form does not guarantee construction work or execute a contract to perform work with Miami-Dade County. The MCC 7040 Plan participant firms are responsible to comply with the program guidelines (See files of the MCC Ordinance 09-101 and the MCC Implementing Order 3-53 approved by the Board of County Commissioners in the MCC Resources box). The executed Notice To Proceed (NTP) will constitute a contract between the Contractor and the County for the work described in the Request for Price Quotation (RPQ) under the MCC 7040 or MCC 7360 Plan. The County reserves the right to amend the MCC 7040/7360 Plan Registration Form, the program guidelines and the contract terms and conditions at any time. The contract terms and conditions (See Terms and Conditions file in the MCC Resources box) applicable to the work shall be those in effect at the time of issuance of the RPQ.
