The Professional Services Division is responsible for providing guidance to County departments on professional architectural and engineering (A&E) services, the acquisition, negotiations, and contracting of same.

The division is composed of four units, the Architectural & Engineering (A&E), Affirmative Action, Pre-Qualification and Equitable Distribution Program.

Architectural and Engineering Services (A&E) Unit:
The A&E Unit is responsible for the procurement of architectural, engineering, landscape architecture, surveying and mapping services, including design-build and construction manager at risk services for Miami-Dade County in accordance with the guidelines established by Administrative Order 3-39, Standard process for construction contracting, change orders and reporting.

Affirmative Action Program (AAP) Unit:
The Affirmative Action Program (AAP) Unit is responsible for evaluating and processing all Miami-Dade vendor's AAP application in accordance with the requirements established in Ordinances 82-37 and 98-30.
Entities  seeking to contract with the County shall, as a condition of receiving a county contract, have: I) a written affirmative action plan which sets forth the procedures the entity utilizes to assure that it does not discriminate in its employment and promotion practices; and, II) a written procurement policy which sets forth the procedures the entity utilizes to assure that it does not discriminate against minority- and women-owned businesses in its own procurement of goods, supplies and services. Such affirmative action plans and procurement policies shall provide for periodic review to determine their effectiveness in assuring the entity does not discriminate in its employment, promotion and procurement practices. 

Pre-Qualification Certification (PQC) Unit:
All firms and or individual consultants properly licensed to provide engineering, architectural, landscape architecture, surveying and mapping services, must be pre-qualified by Miami-Dade County in order to be considered when responding to a solicitation request. This unit is responsible for facilitating the processing of the pre-qualification application inclusive of all A&E firms seeking to contract with Miami-Dade County.  Pre-Qualification consists of the review and approval of three components, Affirmative Action Plan, Vendor Registration and Technical Certification. Technical Certification is administered through this unit as well.

Equitable Distribution Program (EDP) Unit:
The Equitable Distribution Program establishes a pool of architects, landscape architects and engineers available to County departments for professional services on miscellaneous type capital projects.  The selection process is based on a centralized electronic rotation, which facilitates the equitable distribution of services.  This unit is responsible for the administration of the program.
