Director, Procurement Technical Services Division
Minimum Qualifications
Bachelor's degree. A minimum of four to eight years of progressively responsible professional administrative experience to include four years in procurement activities are required.

NATURE OF WORK

This is highly responsible professional managerial work in planning and developing business processes for the Department of Procurement and directing the Technical Services Division.

An employee in this class is responsible for evaluating, coordinating and planning procurement business processes and developing Requests for Proposals, Requests for Qualifications and Requests for Information in the central procurement operation of the County. Responsibilities include developing enhancements to the centralized procurement process including internal work flow, formulating IT Request for Proposals (RFP), Request for Qualifications (RFQ), and Requests for Information (RFI); contract management; directing and administrating Countywide procurement policy; operating the Advanced Purchasing and Inventory System (ADPICS), internal Management Information System (MIS), and the Procurement Information Technology. Related responsibilities include devising recommendations on the improvement of Procurement Information Technology performance measures to effectively and efficiently meet Countywide needs and consulting with DPM staff, external consultant, vendors, and various representative of County user department to identify functionalities required by the various users. The incumbent exercises considerable independent judgment in directing and managing a variety of procurement information technology policies and procedures and evaluating and planning business processes. Supervision is exercised through subordinate managers over supervisory, professional, technical and clerical employees providing an array of technical services to County departments and agencies. General direction is received from the Deputy Director and Department Director who hold the incumbent responsible for the professional management of assigned responsibilities and achievement of established departmental goals and objectives.

ILLUSTRATIVE TASKS

Formulates the evaluation, coordination and planning of the business processes within the Department of Procurement Management.

Manages and evaluates the ADPICS implementation plan for all county departments to include system security, document approval paths, vendor/commodity tables, and departmental procurement procedures.

Oversees training activities for all ADPICS system users and is the liaison between the procurement department, ETSD and the Finance Department to integrate functionalities of ADPICS and FAMIS.

Administers and manages the ADPICS contract with consultant firm; formulates recommendations to Procurement Department Director, Chief Information Officer, Office of Strategic Budget and Management, and other executive County officials on revisions and modifications of the ADPICS program, to include system improvements, modifications, financial impact, staffing needs and training.

Directs Countywide e-Procurement implementation plan which includes system security, departmental procurement procedures and planning schedules; represents DPM as a member of the Information Technology Team Leaders and the IT Governance Funding Committee.

Assists the Deputy Director and Director in the innovative promotion of e-Procurement presentations, and makes recommendations for procuring e-Procurement services.

Serves as the Committee Chairperson on the County's e-Procurement Project with the goal of incorporating all of the County's procurement activities through the internet environment which integrates a comprehensive procurement process.

Supervises the administration of the Management Information Systems for the Department of Procurement Management which includes the evaluation and approval of software and hardware purchases for internal departmental use.

Guides the procurement framework that establishes Countywide Information Technology (IT) contracts and agreements, as well as, the development of IT specific Requests for Proposals (RFP), Requests for Qualifications (RFQ), and Requests for Information (RFI).

Assists the Deputy and Department Director in the negotiation, revision and amendment of consultant contracts, and the related administrative policies and procedures.

Establishes and monitors policies and procedures on the utilization of ADPICS and e-Procurement.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Extensive knowledge of large-scale procurement methods, practices and procedures.

Extensive knowledge of the County Administrative Order governing Requests for Proposals and Requests for Qualifications.

Thorough knowledge of County regulations and ordinances pertaining to the purchase of commodities and services.

Thorough knowledge of the principles of business and public administration.

Considerable knowledge of contract negotiation strategies and techniques.

Considerable knowledge of documentation requirements pertaining to County contracting processes.

Considerable knowledge of public relations principles and techniques.

Knowledge of supervisory principles and practices.

Ability to develop and evaluate Requests for Proposals, Requests for Qualifications and Requests for Information to meet the needs of County departments.

Ability to determine if RFP/RFQ is an appropriate procurement method and make recommendations for alternate procurement methods as necessary.

Ability to gather, analyze, interpret, summarize and present complex data in a logical format.

Ability to develop contract specific language to meet the needs of RFP's and RFQ's.

Ability to express ideas and information clearly and concisely, verbally and in writing, to groups and individuals.

Ability to establish and maintain effective working relationships with a variety of public and private officials.

Ability to analyze a complex scope of work and devise appropriate evaluation criteria.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to prepare resolutions for approval by the Board of County Commissioners.

Ability to effectively participate in the negotiation of complex contracts.
