Deputy Director, Department of Procurement Management
Minimum Qualifications
Bachelor's degree. A minimum of six to ten years of progressively responsible administrative experience to include procurement, budgetary development and supervisory experience are required.

NATURE OF WORK

This is highly responsible executive level work in planning and managing the daily activities of the Department of Procurement Management (DPM).

An employee in this class is responsible for managing and planning the procurement of goods and services for the County. Responsibilities include assisting the Department Director in establishing Countywide procurement policies, developing contracts, and serving as a liaison between the user departments and the vendors. An incumbent in this class is responsible for assisting the Department Director in assessing the use of technology to enhance efficiency; developing and promoting vendor education and outreach; determining contract compliance, and implementing policies enacted by the Board of County Commissioners (BCC) and the County Manager. Other duties include assisting in the establishment of staff competency requirements and in the development of departmental strategies and objectives. The incumbent exercises an extensive degree of independent judgment and professional managerial knowledge in organizing and managing Countywide service functions. Supervision is exercised through subordinate levels including division directors, managers and supervisors responsible for a staff complement of professional, technical, administrative and clerical employees engaged in departmental operations. Supervision is received from the Department Director who holds the incumbent responsible for effective and efficient professional management of departmental operations to ensure provision of quality of service and best value procurement to County departments.

ILLUSTRATIVE TASKS

Manages, through subordinate division directors, managers and supervisors, the acquisition of goods and services for county departments and agencies, as well as municipalities and other quasi-governmental entities in an efficient and effective manner while maintaining the integrity of the procurement process.

Assists in the formulation of countywide procurement policies, procedures and contracts in order to maximize buying power and minimize inefficiencies; assists in the establishment of training programs and the development and administration of procurement certification training for user departments.

Manages and coordinates various phases of operations to eliminate duplication, maximize cost effectiveness and promote proactive departmental management; assigns projects to division directors and managers for evaluation and recommendation of new or improved procurement practices and methods to ensure secure value purchases.

Supervises and coordinates, through subordinate division directors, managers and supervisors the establishment of contracts for commodities through a variety of procurement methods, the tracking of all formal bid contracts and ensures compliance with established guidelines, resolutions, policies and procedures.

Reviews organizational structure, data reporting systems, projects and programs and operational policies and procedures; modifies and revises as necessary to improve operations.

Reviews departmental agenda and participates in various committees and at Board meetings representing the Department of Procurement Management.

Makes recommendations regarding hiring, discipline and promotion of subordinates. Exercises authority for departmental personnel actions consistent with collective bargaining agreements, county personnel rules, and all other applicable rules and regulations.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Extensive knowledge of the organization, excellent interpersonal professional relationships and communicatiosn skills, and knowledge of operations of the Department of Procurement Management.

Extensive knowledge of the mission, goals and objectives of the department in providing value added services to County departments and agencies, and municipalities.

Extensive knowledge of the principles of general management, business and public administration.

Thorough knowledge of local, state and federal regulations pertaining to various departmental operations.

Thorough knowledge of supervisory principles and practices.

Thorough knowledge of public relations principles and techniques.

Ability to apply advanced professional knowledge of the principles of management, business and public administration in directing, supervising and coordinating an important and complex county department.

Ability to plan, organize, direct and coordinate, through various levels of executives, managers and supervisors, the work of subordinates in a manner conducive to absolute integrity , accuracy, full performance and high morale.

Ability to delegate the authority to subordinates in order to complete certain responsibilities involving a variety of departmental activities.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relationships with the DPM Director, DPM managers, and staff, senior county managers, elected officials, and officials of other local, state and national organizations.

Ability to exercise sound judgment and discretion in developing, implementing and interpreting department and County policies, rules and regulations.

Ability to determine if departmental standards are being met and to redirect priorities as necessary.
